Description
FEMA Region One anticipates soliciting for a Firm Fixed Price Indefinite Delivery Indefinite Quantity Contract for tractor trailers and straight trucks to move non-hazardous commodities during disaster and non disaster events in support of the Federal, State and Local's mission. This procurement is 100% set aside for small business. The NAICS code for the project is 484122. The small business size standard is $25.5M. The period of performance is one 12 month period from date of award and up to four (4) additional option years possible to be exercised at the government's discretion. To be eligible for award, vendors must be registered in Central Contractor Registration (CCR) at www.ccr.gov and online Representations and Certification Application (ORCA) at https:// orca.bpn.gov/login.aspx. This contract covers the six (6) New England States (ME, NH, VT, MA, RI, CT) throughout or potential affected areas outside of New England up to 600 miles during disasters and non-disasters. For non-disaster requirements - Contractor must provide 53' tractor-trailer units within 24 hours at any given time during the contract period to move commodities. Hourly and daily rates will be priced separately. Contractors must provide straight trucks to perform short haul moves within 24 hours at any given time during the contract period to move commodities. Hourly and daily rates will be priced separately. Detention time at both portal locations should not exceed one (1) hour. Transportation area will include the six (6) New England states along with 600 miles outside of the New England area. For disaster requirements - Contractor must provide multiple 48' - 53' trailers for hauling and temporary storage of commodities if the need arises. (Additional trailers will be identified to the contractor at the time of need and delivery will be negotiated at that time.) Four (4) trailers must be available within a two (2) hour turnaround time of services once award is executed or the services are ordered. Six (6) trailers must be available within a four (4) hour turnaround time of services once award is executed or the services are ordered. Daily and stand-by rate for each unit will be priced separately. Contractor must be available 24 hours a day once the award is executed or services are ordered. Detention time at both portal locations should not exceed one (1) hour and is included in the overall hourly and daily rates. Transportation area will include the six (6) New England states along with 600 miles outside of the New England area. Contractor should consider dual drivers for long haul requirements to meet FEMA Region 1's timelines. Timelines will be determined at the time task orders are issued. This requirement will be procured in accordance with Federal Acquisition Regulation Part 12 Commercial items and Part 13 Simplified Acquisition Procedures. The RFP will be posted on or about February 14, 2011. This is a pre-solicitation notice only. Proposals are not being accepted at this time.
