Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. STATEMENT OF WORK Beyond The Horizon 2011 El Salvador AGGREGATE/FILL MATERIALS 1. GENERAL 1.1.Scope of work. The Contractor shall furnish all personnel, equipment, material, supplies, and any other item to accomplish the tasks of providing and delivering aggregate and fill materials as specified herein. Per the delivery schedule listed below, the Contractor shall provide aggregate & select fill materials, and its delivery for the United States Government (USG) in support of construction projects at: San Vicente - Vicinity N 13 38.661 W 88 47.125 San Antonio Caminos - VIC N 13 35.887 W 88 46.551 Tepetitan - VIC N 13 38.790 W 88 50.049 San Francisco Agua Agria - VIC N 13 37.749 W 88 51.217 San Francisco Chamoco - VIC N 13 35.926 W 88 39.150 1.2. Description. The Contractor shall provide clean aggregate and select material to the USG as specified in the delivery schedule below. The Contractor is responsible for transporting the material to the construction sites and either spread (in San Vicente only) on site or stockpile at locations specified by the Contracting Officer's Representative (COR). 1.3. Required Period. Overall aggregate/fill delivery schedule is as shown on Delivery Chart below. 1.4. Government-furnished Equipment, Materials and Services. None. 2.SPECIFICATIONS: 2.1. Aggregate/Fill materials. Aggregate and select fill materials shall be clean and free of deleterious material including organics, and shall meet ASTM D 2487 Soil Classification Groups GW, GP, GM, SW, SP, and SM [AASHTO M 145 Soil Classification Groups A-1, A-2-4, A-2-5, and A-3], or a combination of these groups. The types of material required: Crusher Run Aggregate ("Balastro" of basaltic aggregate of 2" or less), 1 " Gravel (size 57), " Gravel (size 7), and fine aggregate (Sand), and a mix of select fill materials ("material selecto") that can be compacted per AASHTO to higher than 90%. Total materials required is approximately 1,360 cubic meters. 2.2. Remedies. Materials and services acquired under this contract not meeting the specifications are subject to being rejected at the discretion of the COR. The contractor shall be required to provide again such materials at no additional cost to the USG if such material or services fail to meet the specifications. 3.REQUIREMENTS: See attachment. The following factors shall be used to evaluate offers: Specifications on the SOW (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
