Description
This is not a solicitation, but rather a Request For Information (RFI). The United States Army Center for Spiritual Leadership Fort Jackson is seeking sources with the capability to oversee an Army Studies Program evaluating the effectiveness of the Army Spiritual Fitness Initiative. The Government is seeking a vendor to provide a subject matter expert (SME) to develop a valid study, collect data, and interpret data. Vendor will provide a SME capable of conducting research at a doctoral level to conduct a qualitative research study to evaluate the efficacy of its forthcoming ASFI. ASFI is a program specifically designed to: (1) help maintain warrior wellness across all domains of soldier fitness; (2) create improvement in post-traumatic coping skills through the development of spiritual resiliency; and (3) enhance the warrior's capacity to return to post-redeployment life and work. At a minimal the SME shall possess the following: SME must have documented experience in clinical chaplaincy, pastoral counseling and trauma ministry; SME must have experience in providing pastoral care and counseling to victims of Post Traumatic Stress Disorder; SMEs must have prior instructor experience with the Army Chaplaincy; SMEs must have prior experience collaborating with the Center for Spiritual Leadership to provide spiritually focused training in trauma ministry. Vendor will document, measure and interpret human experiences of wellness, meaning and resilience which have been strengthened through spiritual angles of approach. The Research Analysts will be required to perform the following work: Design a research study that meets accepted standards of qualitative, phenomenological research. Collect and analyze research using methods which allow interaction between researchers and soldiers throughout pre-deployment / deployment / re-deployment phases. Collect, categorize, code and analyze all research data via internet in secure fashion that meets U.S. Army requirements and interpret same in a manner which is free of bias. Coordinate with the following in matters of: adherence to ethical standards of practice and confidentiality in the USA Chaplaincy, the ethical treatment of human research subjects, and receipt of approval by Army IRB: 1. Center for Spiritual Leadership 2. Joint Combat Casualty Research Team, Bagram, Afghanistan 3. Chief Surgeon, USF-Iraq Creates, conducts, collects, and analyzes a research survey in order to measure the efficacy of the ASFI. Provides ASFI research documentation to the Center for Spiritual Leadership. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this request or to otherwise pay for the information submitted in response to this RFI. Interested parties are requested to provide information on their ability to satisfy any or all of the requirements outlined above. The Contracting Officer is interested in contractors past performances on similar projects, business size standards and overall capability to successfully and completely satisfy this requirement within a robust period of performance. Therefore include in the submitted capabilities report an estimated timeline for completion. This RFI is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Responses to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the Mission and Installation Contracting Command (MICC) Fort Jackson, in developing its acquisition strategy, and market research report. The Government will make final decisions on the set-asides based on market research and responses from this RFI, as well as other procurement and program related criteria. The deadline for submission of the RFI is 08 February 2011 at 2:00 pm.
