Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) 12.6, as supplemented with additional information included within this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation N62786-11-T-0003 is issued as a Request for Quote (RFQ). This is a solicitation for a firm fixed priced contract which will be awarded based on the best value to the Government. This solicitation document and incorporated provisions and clauses are those in effect through Federal Circular 2005-48, DPN 20110112 and NMCARS 08-08. This is a total small business set-aside. The North American Industrial Classification System for this effort is 721110 and the small business size is $30,000,000. This requirement is to provide berthing to support the LCS-4 Advanced Party. This requirement is for single occupancy rooms as follows: CLIN 0001: 01 April 2011 “ 30 September 2011, 1 Room, FFP; CLIN 0002: 01 October 11 “ 21 May 2012, (OPTION) 1 Room, FFP; CLIN 0003: 22 May 2012 “ TBD, (OPTION) 1 Room, FFP. During the performance of this requirement, and at the direction of the Contracting Officer, the Contractor shall unlock any room occupied by Government personnel. The Government will not be responsible for any miscellaneous items charged by the individual occupants outside of the terms and conditions included within this contract. The Contactor is under no obligation to provide services for accompanying spouses or visitors. The Contractor shall clearly outline to each occupant services that are not covered under this contract upon each occupants individual check-in. During the period of performance of this requirement, the Government will be responsible for any loss or damage caused by Government personnel. Offerors shall submit pricing which supports each CLIN to include all options in order to be considered for award. Offers that fail to submit pricing on all CLINs, to include options, will be determined to be non-responsive. Options are included within this solicitation and will be evaluated as part of each offerors submittal. The Government may exercise one or multiple options at the time of contract award. The Government reserves the right to make more than one award to the responsible offeror(s) if it is determined to be in the best interests of the Government. The following factors shall be used to evaluate offers: Technical Capability, Past Performance and Price. Technical Capability and Past Performance, when combined, are approximately equal to price. Within Technical Capability, there are two subfactors: antiterrorism/force protection and amenities. These two technical capability subfactors are of equal value. For each subfactor the offeror must certify which of the criteria within that subfactor they can meet. More credit will be given on the number of the subfactor criteria that the offeror can meet. For past performance, there is an evaluation preference for offerors who have previously provided the same or similar scope and complexity of services as contained within this requirement. Factors of quality, cost control, timeliness, innovation, and customer satisfaction will be considered from references provided by the offeror. Each offeror shall submit the Unified Facilities Criteria (UFC) 4-010-01 DOD Minimum Standards for Buildings Questionnaire, which will be evaluated as part of the Antiterrorism/Force Protection Subfactor under the factor of Technical Capability. Prior to award, each facility will be subject to a site visit by a Government team for review and verification of all information included within their questionnaire submission. Upon each award of the contract(s), this questionnaire will become part of that contract award. During the facility review, offeror participation is strongly desired. in the event the offeror is unable to meet any of the Government standards contained within the questionnaire, the offeror shall clearly identify the extent to which the standards are not met. Each offer must specifically address the following items under the Technical Capability factor, Amenities subfactor, and shall clearly identify which amenities they are able to provide. If the offeror is unable to provide one or more of the following amenities, they should clearly identify which of those amenities will remain unfulfilled: Located within 10 miles of AUSTAL Shipyard facility located at 1 Dunlap Drive, Mobile, AL; Min. 250 square feet for single occupancy; one (1) bath; Hot Water NTE 110 degrees Fahrenheit; Individually controlled air conditioning or screened windows and self closing doors; Individually controlled heating units; Lighted walking routes free of safety hazards which may impede pedestrian traffic or cause injury; One single bed with linens (pillow and pillow case, blanket and sheet set) per occupancy; Other amenities provided by the offeror to include items such as refrigerator, desk and chair, television, wireless, on-site work out facilities, etc. For the evaluation factor of past performance, each offeror shall include any experience of work which is the same or similar to that included within this synopsis/solicitation. Each offeror shall include a brief description of their past contracts, to include references or points of contact. The following clauses are included as part of this solicitation: 52.212-1; 52.212-2 (a.) The following factors shall be used to evaluate offers: Technical Capability, Past Performance and Price. Past Performance: The Government will evaluate the performance of the contractor awarded the contract resulting form this solicitation in accordance with FAR 42.15 using the criteria of Quality, Cost Control, Timeliness of performance, Business relations, Customer Satisfaction; (v) Ordering: The Agency authorized to place delivery orders against this contract is SupShip Bath. Delivery orders will be placed against this contract, by the Government, using SF1449; 52.212-5 to incorporate the following clauses: 52.203-6, 52.219-14, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-39, 52.222-50, 52.223-15, 52.225-13, 52.232-29, 52.232-33, 52.239-1; 52.216-18 (a.) order may be issued from 15 April 2011 through 10 February 2012; 52.216-19 (a.) minimum order is 1 room (b.)(1) & (2) Maximum order is 5 rooms; 52.216-22; 52.217-4; 52.217-5; 52.217-6 (48 hour notice for exercise of option); 52.219-6; 52.223-3; 52.242-15; 52.243-1; 52.247-29; 52.252-1 (https://www.acquisition.gov/Far); 252.204-7004 Alt A; 252.209-7001; 252.212-7000 (shall be completed and returned with offer); 252.212-7001 which incorporates the following clauses: 52.203-3, 252.203-7000, 252.226-7001, 252.232-7003, 252.243-7002; 252.232-7010.
