Comment Matrix for document input and general feedback/questions. Draft SOO for comment. The Space and Missile Systems Center Military Satellite Communications Systems directorate (MILSATCOM) is conducting market research seeking sources for enterprise-wide Systems Engineering and Integration support for all MILSATCOM programs. Current programs include: Advanced Extremely High Frequency (AEHF), Milstar, Defense Satellite Communications System (DSCS), Enhanced Polar System (EPS), Wideband Global Satellite Communications (WGS), Operations Support, Advanced Concept Group (ACG), the Global Broadcast System (GBS), the FAB-T terminal family, Joint Terminal Engineering, and Command and Control System - Consolidated (CCS-C). These programs, their related support facilities and those to come in the future will be referred to as the Military Satellite Communications Systems enterprise. The period of performance is anticipated to be up to 9 years, beginning mid-2012. The envisioned effort will provide systems engineering for programs across the MILSATCOM enterprise, including ongoing efforts in the area of development, test, computer simulation/verification, performance analysis, operations analysis, information assurance, interface documentation and control, configuration management, and risk management. The provider shall serve as systems integrator for all programs within the MILSATCOM enterprise, responsible for integration and analysis of all aspects, including resolution of technical and schedule issues involving program contractors and stakeholders. As such, interested sources shall provide a Statement of Capabilities that describes their systems engineering and integration capabilities and experience. In addition please describe capabilities related to the enterprise, program, and functional support needs as described below: (1) Enterprise Support: Systems Integration experience working on programs, a thorough understanding of Military Satellite Communications technologies and bandwidth efficient modulation techniques. Interested parties shall demonstrate a thorough understanding of commercial satellite communication systems and architectures. Also describe ability to provide enterprise support including development and operational systems, ground control, mission planning elements, military service terminal programs, and launch vehicles, as well as the technical and programmatic interrelationships between these systems. The effort includes the development of a systems engineering and integration process across the MILSATCOM enterprise and support as the Government's integrator. Describe abilities to provide end-to-end systems engineering, an enterprise risk management framework, enterprise schedules, enterprise level requirements and configuration control, enterprise level synchronization analyses and roadmaps, verification and validation, and information assurance engineering. Describe also ability to provide cross-program systems engineering/integration. Provides policy and guidance interpretation and implementation in support of all MILSATCOM programs in areas to include, but not limited to, test and evaluation, risk management, software engineering, systems safety, launch integration and support, systems engineering plans, and architecture. Provide support to include drafting and reviewing technical specifications of satellite communications systems to include analysis of modeling and simulation, and other documents. (2) Program Support: Document ability to provide program-specific systems engineering, integration, and analysis for MILSATCOM programs and related systems. Related systems include terminals, ground and airborne networks, launch systems, and the detailed level of technical and programmatic relationships among them. Other requirements include creation and management of detailed program schedules, logistics, testing, system requirements, validation and programmatic issues such as risk, quality assurance, and mission assurance. Further requirements include ability to provide support in the areas of development and delivery of documents, reports, engineering studies, technical analyses, operational architectures, briefings, and multi-media products. Effort shall include but not be limited to: identifying and assessing risk areas, analyzing and recommending courses of action and recovery plans, and consolidating inputs into a single review package. Also included are end-to-end inter-segment systems engineering to include the joint terminal segment, system level requirements, allocation and configuration control, systems level verification and validation, system security engineering, and technical support for International Partner interoperability. (3) Functional Support: Ability to provide space acquisition logistics engineering and technical expertise to ensure system engineering and integrated logistics support requirements are planned for, integrated in to system and programmatic design, tested, developed and delivered for Military Satellite Communications Systems Directorate systems. This shall include support system logistics planning and documentation, logistics engineering, technical order development and maintenance, and product support. Interested parties shall address potential organizational conflicts of interest in their statements of capability and, if possible, submit draft mitigation plans with their statement of capability. Specifically, for purposes of this effort, a real or perceived organizational conflict of interest shall exist if any division of the company performing this effort is performing work as the prime development contractor for any of the programs in the Military Satellite Communications Systems Directorate portfolio or major subcontractor to one of these primes. Potential offerors should review the general rules in Federal Acquisition Regulation (FAR) Part 9.505. However, other potential organizational conflicts of interest may exist and as such, these should be identified in the statement of capability. Interested parties must submit an unclassified Statement of Capabilities no later than 5:00 PM PST, Feb 16, 2011. Fully qualified sources will provide enough information to demonstrate capabilities in all areas listed above and, as addressed above, will have no organizational conflicts of interest that are deemed to be immitigable. Interested parties shall also state the size of their business. The Government will evaluate Statements of Capabilities to gauge relevant experience and similar scope to the MILSATCOM enterprise and to evaluate OCI mitigation capabilities as needed. The statement of capability shall not exceed 20 one-sided pages in length. All responses must conform to 8.5x11 inch pages, 1 inch margins on all sides, with font no smaller than 12 point. Note that a minimum Department of Defense security clearance of SECRET is mandatory for all personnel supporting this effort (TOP SECRET for some). Responses should identify business size against NAICS 541330 and 541712. In addition to and separate from the Statement of Capabilities, interested parties are encouraged to offer input on the acquisition strategy and RFP. The program office is soliciting industry inputs on the following topics: 1) system engineering/integration acquisition initiatives or incentive solutions to reduce risk within the MILSATCOM enterprise; 2) lessons learned and best practices; 3) feedback on the acquisition plans, the Statement of Objectives (SOO), contract deliverables, and the forthcoming performance work statement, and (4) Organizational Conflict of Interest issues. The draft SOO is provided with this posting and additional documents will be posted when available for input. Please provide initial input and questions using the comment matrix provided by Feb 16, 2011. This sources sought is for market research only, seeking qualified prime contractors.
