Description
Description: The U.S. Army Contracting Command (ACC) - Aberdeen Proving Ground (APG) Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) Sector H at Ft. Huachuca, AZ is seeking input from industry in regards to the recompete of the Continental United States 2nd Signal Center (CONUS)-Theater Network Operations and Security Center (C-TNOSC) contract. This requirement is to provide non-personal information technology (IT) services and support requirements for elements assigned to, reporting to, or serviced by the United States Army Network Enterprise Technology Command/9th Signal Command (Army) (NETCOM/9th SC(A)). These elements include the 2d Signal Center, Continental United States (CONUS)-Theater Network Operations and Security Center (C-TNOSC) and the ACofS, G6 (ACofS, G6). The primary place of contract performance in support of these elements is Greely Hall, Building 61801, Fort Huachuca, Arizona. The Contractor normally shall perform IT support outside Fort Huachuca in a temporary duty (TDY) status. Background: The NETCOM/9th SC(A), which reports directly to the Army Chief Information Officer/G-6, operates, manages, and defends the Army's infostructure at the enterprise level. The NETCOM/9th SC(A) delivers seamless, enterprise-level Command, Control, Communications, Computers, and Information Management (C4IM) common-user services and warfighting forces in support of the Army, its Army Service Component Commanders, and Combatant Commanders. The NETCOM/9th SC(A) operates, sustains, and defends the Army's portion of the Global Information Grid (GIG), or LandWarNet, enabling force projection and the delivery of decisive combat power. The three interdependent tasks necessary to operate the GIG are Enterprise System and Network Management, Information Assurance/Computer Network Defense, and Content Staging/Information Dissemination Management. Scope: The NETCOM/9th SC(A) IT environment includes any hardware, software, application, tool, system, or network used by the Government, whether developed, leased, or commercially purchased. The Government will require ITIL-compliant Contractor performance on tasks employing agency-specific or unique hardware and software in both classified and unclassified network environments. Work shall include legacy, current, and new systems at various lifecycle stages. This contract is currently is being performed W91RUS-07-D-0003 by STG Inc. as a single award Indefinite Delivery/Indefinite Quantity (ID/IQ) Contract with time-and-materials and firm-fixed-priced, level-of-effort task orders issued. The estimated dollar value over the life of the contract is $190,000,000.00. The current period of performance is July 1, 2007 through June 30, 2012 (a base ordering period and four one-year option periods). This is a market survey for information only. THIS IS NOT A REQUEST FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT SYNOPSIS. The purpose of this synopsis is to gain knowledge of interest, capabilities, and qualifications of contractors who can support this requirement. The anticipated contract type is a single award ID/IQ Contract with firm-fixed-priced (FFP) task orders issued. It is anticipated that the effort will be for a base year with two one-year option periods. The estimated number of labor hours over the 3 year period is 2,277,150. For the purposes of small businesses, the NAICS Code is 517110 and the size standard is 1,500 employees (not to exceed). Submissions: a. If you believe your firm qualifies as a small business under the aforementioned criteria and has qualified personnel, relevant past performance experience, and the technical capability to perform the type of work specified in the draft Performance Work Statement, please submit a technical capability statement including the following information: (1) company name and mailing address (2) point of contact (name, telephone number, and e-mail address) (3) socio-economic status (small business, small disadvantaged business, woman-owned business, veteran-owned business, etc.) (4) a brief statement describing how your company might propose to perform the percentage of work specified in FAR Clause 52.219-14 (b)(1) i.e. a single small business or an affiliation and/or team of small businesses (Note: if more than one firm is contemplated, identify the socio-economic status of each and identify which aspects of the draft PWS will be performed by each firm) (5) number of employees (6) revenue for the past 3 years and (7) a brief summary of your company's experience and past performance within the past 3 years as it relates to the magnitude and scope of the requirements outlined in the draft PWS. Each company experience (Government or commercial) should include (a) name of project (b) brief description of project (c) contract or project number (d) client/customer point of contact (name, address, phone number, e-mail address) (e) dollar value of the contract/project (f) period of performance of the contract/project and (g) relevance of contract/project to requirements in the draft PWS. The technical capability statement can be submitted in your format and shall not exceed 15 pages in its entirety (inclusive of cover letter, table of contents, tables, etc.). b. The Government requests that the following information be provided in addition to your technical capability statement. This information will not be included in the page count. Please include the advantages and disadvantages of each item as well as any impact to proposed cost/price or technical solution if applicable: 1. Comments on the appropriateness of the anticipated NAICS code 2. Comments on the appropriateness of the anticipated contract type i.e. single award versus multiple award ID/IQ 3. Comments on the appropriateness of the anticipated FFP pricing arrangements of the task orders 4. Comments on the appropriateness of the anticipated contract length of 3 years. 5. Comments on doing Oral Technical Proposals. Note: Topics pertaining to Items 2, 3, and 4 were addressed in recent guidance from the Under Secretary of Defense AT&L Office (Ashton Carter Memo dated 14 September 2010). c. The draft performance work statement is attached. The Government is requesting input on the draft performance work statement. Please provide any comments to the draft performance work statement as a separate document. This information will not be included in the page count. Again, this announcement is being used to assist in determining if sufficient small business capability exists to set aside this acquisition for small businesses. This is not a request for proposals nor is the technical capability statement considered to be a proposal. Large businesses may respond to this announcement. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.
