- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPSOAL (RFP). THERE WILL NOT BE A SOLICIATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. This is a market research tool to determine the availability of sources prior to issuing RFPs. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Coast Guard Facilities Design and Construction Center (FDCC), implied or otherwise, to issue a solicitation or ultimately award any contracts. An award will not be made on offers received in response to this notice. The Government is not responsible for the cost associated with any effort expended in responding to this notice. All small businesses, as well as large businesses, are encouraged to respond. Upon review of industry response to this Sources Sought Notice, the Government will determine whether a set-aside acquisition in lieu of a full and open competition is in the Government's best interest. It is the Government's intention to award four Indefinite Delivery Indefinite Quantity (IDIQ) contracts for Construction Inspection Services through the issuance of four solicitations. Each IDIQ contract solicitation will cover a designated geographic region, discussed below. Each IDIQ contract award will be for a base period and 4 option years totaling 5 years of performance. The anticipated total work for each contract to be issued over the life of the contracts via task orders (base year plus four one-year options) shall not exceed the maximum amount of $7,000,000. The NAICS code for this proposed procurement is 541330 (small business size standard is $4,500,000). The successful contractors to any forthcoming solicitations shall provide all labor, management, supervision, tools, materials, and all equipment necessary to perform services listed below. The primary geographic focus for each contract is listed below; however, the contractor could be called upon to provide services throughout the continental United States to include Hawaii, Guam, and Puerto Rico: Northeast Area: to include the states of Maine, Vermont, New York, New Hampshire, Massachusetts, Connecticut, Rhode Island, New Jersey, Delaware, Maryland, Pennsylvania, West Virginia, Virginia, Michigan, Ohio, Kentucky, Indiana, Illinois, Wisconsin, Minnesota, Iowa, Missouri, North Dakota, South Dakota, Nebraska and Kansas Southeast Area: to include the states of North Carolina, South Carolina, Georgia, Florida, Tennessee, Alabama, Arkansas, Mississippi, Louisiana, Oklahoma, Texas, and Puerto Rico Northwest Area: to include the states of Montana, Wyoming, Colorado, Idaho, Utah, Nevada, Oregon, Washington, and Alaska Southwest Area: to include the states of New Mexico, Arizona, California, Hawaii, and Guam The primary tasks anticipated under these contracts include providing construction inspection and other construction management services to ensure compliance with contract documents and inform the Contracting Officer or his/her designates representatives, if these requirements are not being met. Services will include but not be limited to: Attend meetings; Review contract documents; Review, analyze, and make recommendation including preparation of cost estimates and time/schedule impacts on potential construction changes; provide daily inspection and surveillance of construction work; witness field tests and review all testing reports; monitor submittals; and inform contractor and construction representatives of safety violations. Statement of Capabilities Submittal Requirements: The Statement of Capability (SOC) will determine the feasibility and/or basis for the Government's decision to proceed with the acquisitions. Interested firms must submit a SOC, which describes in detail the firm's capability of providing these services. Your SOC shall include the following: (1) Full name and address of the firm; (2) Name of two principals (including titles, telephone numbers); (3) Copy of any certifications (if 8(a) certified, provide the SBA Business Opportunity Specialist name and phone number assigned); HUBZone certification and SDVOSB status or Small Business status; (4) DUNS number and CAGE Code; (5) Your geographic area of interest (Northeast, Southeast, Northwest, Southwest, or more than one), (6) Provide information on 5 recently past projects that best illustrate your qualification for this contract. Of specific interest are projects conducting construction inspection of U.S. Coast Guard facilities and other Government facilities. List up to five projects performed within the last five years. Provide information on experience of key personnel showing experience in providing inspection services. Provide a completed performance evaluation form and the following information for each project listed: a) Contract number and project title, b) Name of contracting activity, c) Period of Performance, and d) summary of contract work; (7) Provide information on any proposed teaming arrangements (i.e. team members, previous working relationships with proposed team member); and (8) A written statement as to your ability to perform work within the geographic region of interest. The SOC must be complete and sufficiently detailed to allow for a determination on the firm's qualification to perform the defined work. The SOC must be on 8 x 11 inch standard paper, single spaced, 12 point font minimum and is limited to 20 single sided pages (including attachments). Responses are due on March 1, 2011, by 2:00 p.m. EST.
