Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. BEYOND THE HORIZONS 2011 EL SALVADOR STATEMENT OF WORK Construction Equipment Rental C.1. GENERAL C.1.1. Scope of work. The Contractor shall provide construction equipment rental service to the United States Government (USG) in support of construction projects in the San Vicente area of El Salvador for the period specified herein. C.1.2. Description. The Contractor shall rent construction equipment to the USG on an as-needed basis. The Contractor is responsible for transporting the equipment to and from the construction sites. All the mechanized equipment shall have a full diesel tank upon delivery to the USG. C.1.3. Required Period. 25 February to 13 June 2011 C.2. SPECIFICATIONS: C.2.1. Required Equipment. The types of equipment shall include the following: bulldozer, motorized road grader, compactor (with sheep's foot rollers), vibrating compactor, wheeled excavator (with 18 inch (460 mm) wide bucket), loader (with scoop and fork attachment), crane (25 tons), "ditch witch" excavator, and "bobcat" tractor with rubber wheels/tracks (with jack-hammer, scoop, backhoe and fork attachments). See attached spreadsheet for equipment and date requirements. All dates are subject to change, but shall be confirmed within 48 hours by the Contracting Officer's Representative (COR). C.2.2. Equipment Operation. U.S. military equipment operators will operate the Contractor's equipment at the project sites. Maintenance and repair are the responsibility of the contractor. C.2.3. Government-furnished Equipment and Services. The USG will provide diesel fuel during the operation of equipment under this contract. Upon completion of the rental, the USG will return the equipment with a full fuel tank. C.2.4. All pieces of equipment supplied by this contract shall be provided with owner's manuals and instructions in English. Equipment shall be provided with all standard safety and emergency equipment as identified in its operator's manuals. Any modification to the factory installed safety devices will result in the immediate termination of the contract. C.2.5. Contractor shall deliver the equipment no later than 0800 hours on dates specified herein and returned to the contractor no earlier than 1700 hours on the last day of the contract period, or as coordinated the Contracting Officer (KO). C.3. MAINTENANCE & REPAIRS C.3.1. The Contractor shall provide all maintenance and repairs during the period of this contract (parts and labor) required to keep equipment in safe and operational condition. Required services and maintenance shall be scheduled so as not to interfere with the requiring activities' operations. The USG will not provide parts or maintenance support other than maintaining fuel and fluid levels as defined in the operator manual instructions provided with equipment. All parts used or replaced by technicians shall be provided to the Government at no cost. The USG will not be held responsible for normal wear and tear to the Contractor's equipment. C.3.2. Contractor will be required to provide emergency on-site maintenance & repair support. The Contractor shall provide service technician(s) to repair units at anytime during the performance period. Technicians shall be on call and shall be on-site within (4) hours of initial trouble call during working hours day, nights, weekend and holidays. Calls will be made by the COR to request service. The Contractor shall provide a trouble call number and alternative call number available 24/7 during the contract duration. C.3.3. If repairs cannot be accomplished within 4 hours of notification, the contractor will replace the equipment with an equivalent model within 24 hours from the original notification. Non-available time for usage due to equipment failure to operate will be deducted from contract price. Contract payment will be adjusted to reflect any down time due to the equipment's non-availability. Equipment failure is defined as time periods when the equipment is mechanically inoperative or not safe to operate as defined by the USG Maintenance Officer or the operator's manual. The following factors shall be used to evaluate offers: Specifications on the SOW (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
