Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse, Office of Acquisitions-Neuroscience, Station Support/Simplified Acquisition (SS/SA) on behalf of the National Institute on Aging (NIA) intends to negotiate and award a purchase order on a sole source, noncompetitive basis to Tecniplast USA, Inc. for four (4) ventilated rack HEPA filtered blower/exhaust units that are physically compatible with NIA’s existing Tecniplast rack and caging systems used for small rodents. The blower/exhaust units each fit on specifically designed ventilated racks. Tecniplast has a patent on their blower/exhaust units. Tecniplast's rack and caging systems as well as all of their components including blowers are distinct and unique and only compatible with their specific rack and caging system. In addition, Tecniplast's blower design configuration only interfaces with their rack and caging units. There are no alternative manufacturers. The acquisition is being conducted under simplified acquisition procedures using FAR Part 13 and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. Comments to this announcement, referencing synopsis number 1967517 may be submitted to the NIDA Station Support/Simplified Acquisitions Brach, 31 Center Drive, Bldg. 31, Room 1B59, Bethesda, Maryland 20892-2080 to the Attention of Korriise LaRoche, Contract Specialist at larochek@mail.nih.gov.
