- 1. This Amendment to the subject Sources Sought Notice is to revise the response instructions. The contractor should deliver a hard copy of the unclassified whitepaper along with a disk containing electronic Microsoft Word files to the technical POC: Dr. Jason Gilliam IFPC Inc2-I Chief Engineer SFAE-MSLS-CMDS Bldg 5308 Redstone Arsenal, AL 35898-5000 In addition to the whitepaper Word document, an excel spreadsheet detailing the break-out of the expected system cost may be included. Any classified material should be mailed to the following address: Outer Address: PEO MS, CMDS Project Office ATTN: SFAE-MSLS-CMDS-IS Bldg 5308, 2nd Floor, Room 8219 Redstone Arsenal, AL 35898 Inner Address: PEO MS, CMDS Project Office ATTN: (Jason Gilliam) Bldg 5308, 2nd Floor Redstone Arsenal, AL 35898 2. FOREIGN PARTICIPATION IS NOT AUTHORIZED DURING THIS EFFORT, US CITIZENS ONLY. Interested responders who have previously requested the additional information and concept documentation identified in the annex, and who possess the means to receive, properly store and process classified information/hardware at the US SECRET level, and who are eligible to receive data restricted under the International Traffic in Arms regulations (ITAR) and Arms Export Control Act shall be provided the requested information. After validation of each interested responder's security accreditation and eligibility to receive this data, a complete copy along with the appropriate security classification guide (SCG) will be mailed to each validated responder. 3.
