Description
CANCELLATION NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is RFQ-RT-11-00044 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-46. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500.00 employees. This requirement is unrestricted and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2010-12-30 16:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Durham, NC 27703 The Environmental Protection Agency requires the following items, Brand Name or Equal, to the following: LI 001, New Dynamic Dilution Calibrator with three (3) Mass Flow Controllers (MFCs), as follows: 10 LPM, 200 CC/MIN and 20 CC/MIN. Rack mountable, carrying handle, isolated output, expendables kit, RS232 cables, other connection cables as needed, external valve driver capabilities and 1 additional manual. Instrument must have two year standard warranty. Also to include Customer Service support by phone, fax or email for the life of the instrument. (See attached Calibrator critical specs document.) Teledyne Advanced Pollution Instrumentation Model T700U P/N 070710000 Or Equal Calibrator ANDItem 1a. 1 each Dual Gas Output (NOy) Teledyne P/N 057620000 73 Or EqualItem 1b. 1 each (Photometer) Certification as a Primary Standard Teledyne P/N 062830000 95B Or EqualItem 1c. Shipping charge -, 1, EA; LI 002, New Chemiluminescence O3 Analyzer, 110-120 V/60Hz, ranges: 0-100 ppb to 0-2,000 ppb user selectable, includes: internal pump, particulate filter, and permeation dryer. Rack mountable, carrying handle, isolated output, expendables kit, RS232 cables, other connection cables as needed and 1 additional manual. Instrument must have two year standard warranty. Teledyne Advanced Pollution Instrumentation Model T265 P/N 070250000 Or Equal Analyzer ANDItem 1a. 1 each Ambient Zero and Ambient Span Calibration Teledyne P/N 046670000 50A Or Equal, 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, Environmental Protection Agency intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Environmental Protection Agency is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Offerors may not artificially manipulate the price of a transaction on www.FedBid.com by any means. The selected Offeror must comply with the following Commercial Item Terms and Conditions. FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The selected Offeror must submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items. FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following FAR clauses in paragraph (b) of FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, will apply: 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, 52.225-13 and 52.232-33. CCR Requirement - Companies must be registered in federal government's national vendor database, the Central Contractor Registration (CCR), before an award could be made to them. If companies are not registered in the CCR, they must do so by going to the CCR web site at http://www.ccr.gov. The associated North American Industry Classification System (NAICS) code is 334516 and the business size standard is 500 employees. Full and open competition procedures will be utilized. A firm, fixed price purchase order using Simplified Acquisition Procedures is anticipated to result from the award of this solicitation. The Offeror's product(s) must be Third-party (e.g. UL, MetLabs, etc.) listed, where applicable. Vendors must be cognizant of the Energy Policy Act of 2005 (EPAct of 2005) and the Energy Star, Federal Energy Management Program (FEMP) and Labs21 programs. EPA contracting officers must procure energy efficient laboratory equipment to the maximum extent practicable. Offers must include sufficient material to permit the Government to determine that the proposed product(s) will meet the EPA's critical specifications. Any specific variances from the EPA's specifications shall be addressed by the Offeror with respect to how the Offeror's proposal provides alternative equivalence. The Government reserves the right to require additional pricing information, if necessary, to determine that the proposed price is fair and reasonable. 52.247-32 F.o.b. Origin, Freight Prepaid.
