Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The RFQ number is N00189-11-T-0054. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-49 and DFARS Change Notice 20110120. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. The NAICS code is 721110 - HOTELS (EXCEPT CASINO HOTELS) AND MOTELS and size standard of $7.0 million. The proposed contract is 100% set aside for small business concerns. The government intends to negotiate a Firm Fixed Price type purchase order for Lodging and Hotel Conference Services for 56 double rooms for 47 days. Check-in April 15, 2011 and Check-out May 30, 2011 The hotel shall be able to accommodate all persons in a single facility. The hotel shall be no more than 5 driving miles of 593 Mayfield Street, Williamsburg, VA. 23185 (The base and the hotel are the 2 primary training locations and trainers must be able to transit quickly between the 2 locations) The hotel shall be within short walking distance of retail businesses (a variety of fast food and sit-down restaurants, grocery store, pharmacy, bank with ATM, dry cleaner & shoe repair at a minimum). The hotel shall provide personal conveniences in each room (microwave, mini refrigerator, coffee maker, ironing board and iron, internet access, hair dryer, at a minimum). The hotel shall have free local telephone service. The hotel shall have a 24-hr business center. The hotel shall have guest operated laundry facilities on site with a minimum of 2 washers and 2 driers per floor, all in working condition. If the hotel can not provide minimum required laundering facilities, the hotel must be within short walking distance of a commercial laundering facility or provide a shuttle to the facility. Hotel shall be equipped with meeting facilities to accommodate an Administrative Office, Command Duty Office, Medical Oversight Office, Supply Office, Religious Affairs Office and 4 conference rooms to accommodate training and breakout/meetings for 75 to 100 participants on a daily basis. Hotel shall have audio support and equipment for conference rooms (podium and microphone at a minimum) Hotel shall have audio support and equipment for conference rooms (podium and microphone at a minimum) The hotel shall be at least three star quality equivalent to similar Navy type lodge. The hotel shall have a 24 hour cancellation policy if requirements change. The hotel shall allow the Contract Office or authorized party to add or delete rooms one week before or after any of the dates outlined in the above CLINS based on requirement changes. The hotel should have adequate parking for 4 buses and 4 vans that does not interfere with normal flow of hotel parking. The hotel facility shall be FEMA approved and listed on the U.S. Fire Administration Hotel and Motel National Master List found at http://www.usfa.fema.gov/hotellsearch.cfin.=20. The hotel facility shall be compliant with the requirements of the Americans with Disabilities Act (Public Law 101-336) (42 U.S.C.12101 et.Seq.). The period of performance is 15 April 2011 through 30 May 2011 Dates are subject to change due to scheduling changes. Offerors must fill out and submit all documents attached to this notice.
