- This Request for Proposal (RFP) synopsis is issued for the continued Operation and Career Transition Services for the Los Angeles Job Corps Center. Job Corps is a National residential and non-residential training and employment program administered by the Department of Labor to address the multiple barriers to employment faced by disadvantaged youth ages 16-24 years throughout the United States. It is anticipated that the resultant contract will be a Performance Based contract for Center Operations and for Career Transition Services. The contract will have a 2-year base period November 1, 2011 through October 31, 2013 plus three (3) governmental unilateral renewal options for one (1) year each. The RFP will be available (TBD) at: www.fbo.gov. The average capacity for the center is 735 youth of which 380 are residential ( 148 males and 232 females) and 355 non-residential ( 110 males and 245 females). The contractor will provide Career Transition Services (CTS) to 795 youth (618 graduates and 177 former enrollees). A pre-proposal conference and site visit are scheduled for February 9, 2011 at 9:30 a.m. local time at the Los Angeles Job Corps Center. The center is located at 1031 South Hill Street, Los Angeles, CA 90015-2206 ; contact number (213) 741-5301. It is recommended that potential offerors download the RFP from the website listed above prior to attending the pre-proposal and site visit. All questions prior to and at the pre-proposal conference shall be submitted in writing. The successful contractor shall provide Academic and Career Technical Training, Outreach, and Career Transition Services. The successful contractor will also operate Counseling and Residential Living programs and provide the following support services: Health Services, processing of Student Records, a Discipline System, Clothing Issuances, and Mail and Legal services. The contractor shall provide overall Center Management and Administration as follows: Contract and Personnel Management, Staff Training, Financial Management, Procurement and Property Management, Facility Operations and Maintenance, Security and Safety Services, Community Relations, and Public Information. Proposals in response to the RFP will consist of an oral presentation and a written submission as described in Section L of the RFP. All written proposal submissions shall be due no later than April 4, 2011 at 4:00 p.m. PST to the address listed in the RFP. All responsible sources may submit a proposal which shall be considered by the Agency.
