Description
This is a SOURCES SOUGHT announcement only. There is no solicitation available at this time. Requests for a solicitation will not receive a response. The 42nd Contracting Squadron is conducting market research to determine the existence of potential business sources to perform local or long-distance trucking of used household, used institutional, or used commercial furniture and equipment and incidental packing and storage services for Maxwell AFB and Gunter Annex, AL, and in the following Alabama counties: Montgomery, Autauga, Elmore, Lowndes, Bullock, Butler and Chilton. The information in this notice is based on the best and most current information available to date. This information is subject to change and is not binding on the Government. Any updated information will be provided in future announcements and posted electronically on the Federal Business Opportunities homepage at www.fbo.gov, as available. The North American Industry Classification System (NAICS) code is 484210. This comprises establishments primarily engaged in providing local or long-distance trucking of used household, used institutional, or used commercial furniture and equipment. Incidental packing and storage activities are often provided. Dependent upon responses to this Sources Sought announcement, it is anticipated that an indefinite delivery/indefinite quantity (IDIQ) contract with firm, fixed-rates, for a basic period of one year with four, one-year optionsmay be solicited. The contractor shall be required to furnish all personnel, equipment, facilities, supplies, services and materials, except as specified as Government-furnished, for the preparation of personal property of Department of Defense personnel for shipment and/or storage and related services. The requirement consists of three schedules: 1) Outbound; 2) Inbound; and 3) Intra City/Intra Area. SCHEDULE ONE: Outbound Services will include a premove survey, servicing of appliances, disassembly of furniture, if required, packaging, inventorying, tagging, wrapping, padding, packing, and bracing of household goods in Government-owned and furnished shipping containers at owners residence, or at contractors facility when ordered by the contracting officer, properly securing and sealing for shipment, weighing, obliterating old markings, marking, strapping, and drayage of the container within an area of performance. Service shall also include loading of shipments on line-haul carriers' equipment at the contractor's facility. SCHEDULE TWO: Inbound Services will include drayage from contractors facility to storage warehouses, air and surface transportation terminals, military installation shipping offices and ocean or river terminals and piers and return, unloading from the delivering carriers vehicle, handling into contractors facility, drayage to owners residence, de-containerization and unpacking of loaded containers of household goods and placing goods in appropriate rooms as directed by owner, un-servicing appliances, assembly of any disassembled articles and removing shipping containers, barrels, boxes and crates and debris from owners residence and drayage of empty containers to contractors or Government facility. SCHEDULE THREE: Intra City/Intra Area will include a pre-move survey, servicing of appliances, packaging and packing at owners residence to protect household goods properly during transit, tagging of items, inventorying, loading, weighing, drayage, unloading, unpacking, and placing of each article in owners residence as directed by owner or owners designated representative and removal of all empty containers and materials from residence Interested and qualified sources are requested to provide a brief statement of current capability and letter of interest. Interested and qualified sources are requested to provide the following information: 1) Company name, point of contact, e-mail address, telephone and fax numbers, type of business and size; 2) a list of your most recent and relevant DoD or commercial contracts (not to exceed three) to include names, points of contact, phone numbers, value and type of contract, period of performance, and brief description; and 3) information telling us about your company and why you think you can perform this service. Respondents are asked to limit submissions to 5 pages (or less), or the minimum number of pages necessary to address the requirements specified in this announcement. Any information provided is voluntary. The sources sought is for information and planning purposes only. This does not constitute a solicitation and is not to be construed as a commitment by the Government. The contractor needs to be registered in the DoD Central Contractor Registration (CCR). (Register via the CCR website http://www.ccr.gov), also be eligible to process invoices through Wide Area Workflow (WAWF)(Register via the WAWF website https://wawf.eb.mil), and be registered in the Online Representations and Certifications Application (ORCA)(Register via the ORCA website at http://www.orca.bpn.gov).
