Description
Replace Overhead Bridge Crane/Hoist Assemblies at Bldg. 480, U.S. Fleet Activities, Sasebo, Japan. This procurement is intended for local sources only in accordance with FAR 5.202 (a)(12). Local sources are those persons or entities that normally reside and are licensed to conduct business in Japan. Offers from non-local sources will not be considered under this solicitation in accordance with provisions of the U.S. Japan Status of Forces Agreement. Award will be made to the responsible offeror whose proposal, conforming to the solicitation, is the most advantageous and offers the best value to the Government. This design build construction project is to replace an existing 50/25 metric ton capacity electric hoist/trolley and controls on the overhead bridge crane # OH-9-1 located in building 480 of SRF-JRMC Detachment in Sasebo Japan. The existing double girder bridge frame structure provided by Ishikawajima Heavy Industries Co., Ltd. shall be utilized, but modification of existing footwalks and handrails must be performed to maintain safe access as necessary. This Design-Build construction project will include, but is not limited to, the contractor providing labor, management, supervision, tools, materials, equipment, incidental engineering, and transportation necessary to design, fabricate, and install the new hoist/trolley and to test one (1) bridge crane. Remove the existing main/auxiliary hoist/trolley unit from the OET crane (OH-9-1) and install new package hoist/trolley and install new disconnect switch and runway conductors (Bridge Electrification) to provide sufficient capacity for simultaneous operation of all crane functions. The intent is to minimize the Contractor ™s overall on-site time and space requirements in order to minimize disruption to ongoing production activities. The crane shall be designated and built in compliance with all federal regulations, Crane Construction Standards, and Japan Industrial Standard (JIS) applicable to this equipment and it shall be installed, tested and fully operational upon completion of the project. The performance period is estimated at 360 calendar days after receiving notice to proceed. The place of performance will be at U.S. Fleet Activities Sasebo, Japan. The North American Industry Classification System Code 236220, Commercial and Institutional Building Construction. The project magnitude is between $500,000 and $1,000,000. Interested offerors may view and/or download the solicitation, and any attachments, from Asia Navy Electronic Commerce Online (AsiaNECO) at http://asia.neco.navy.mil when it becomes available on or the end of February, 2011. Proposals will be due approximately 30 calendar days after issuance of the solicitation at NAVFAC FAR EAST, OP3A, IPT FE, Yokosuka, Japan at the time specified in the solicitation. HARD COPIES WILL NOT BE PROVIDED. Notification of any amendments to the solicitation will only be made on the AsiaNECO website. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR ANY AMENDMENTS ISSUED TO THE SOLICITATION. NO ESCORT SERVICE AND OR PICK UP SERVICE DFOR THE PROPOSALS AT THE MAIN GATE WILL BE PROVIDED.
