Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The RFQ number is N00244-11-T-0097. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 11. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. The NAICS code is 238290 and the Small Business Standard is $13.0. The proposed contract is 100% set aside for small business concerns. FISC San Diego requests responses from qualified sources capable of providing this service: CLIN 0001 Equipment Maintenance for Package Conveyor Refurbishment Specifications: Establish a Firm Fixed Priced service contract for the refurbishment of one (1) Portable Electric package conveyor. 1) Contractor shall be responsible for the transportation and transfer of all conveyors by land or water to and from the Contractors designated repair facility, and coordinate transport of designated conveyors to assigned maintenance facility via trailer or water as required. 2)Name Plate data is as follows: Manufacture: Dormant Allen Conveyor Company Cicio Illinois Model: 60PBC-133-42 Manufactured: 4/30/86 Serial number: N00242DCBA/6001. Capacity: 50 LBS per foot Belt Speed: 50 FPM and 100FPM Motor: 10 Hp 220/440 volt: 60 HZ AC 3 PH Tires: Toyo B-28, 1000-20X 14 Ply, tube type, 8 Ply tread, 6 Ply side wall Drive: 7300 Overall Length and Width: 62 ft x 6 ft 3) Conveyor availability will be based on availability of conveyors in accordance with Port Operations Operational commitments. 4) Scaffold and shrink wrap conveyors as needed to meet environment requirements. Refurbish one (1) Portable Electric Package Conveyor to the following specifications: A. Block and clean entire conveyors. B. Conduct all required repairs. C. Remove, repair and or replace electric drive motor. D. Remove and replace conveyor belt. E. Replace 88 live roller bearings and refurbish 16 static rollers. F. Remove any excess corrosion and preserve mainframe of conveyor. G. Inspect and repair any damaged structural components and replace any damaged or severely worn tires with a quality tire. H. Inspect repair and or replace any broken or failed parts that supports the electrical system to include the 220/240V selector switch, key and locking device. I. Repair and replace all electrical wiring and lighting systems as required. J. Repair and replace all emergency stop devices. K. Inspect, test and free up the base swivel ensuring it operates freely L. Upon completion of refurbishment apply two (2) coats of commercially acceptable base paint system. M. Apply two coats of navy haze gray top coating. N. Final operational test shall be conducted at Naval Base Coronado upon delivery to ensure the conveyor is in the proper working order. NOTE: All replacement parts must be designed as marine grade for use in a salt-water environment. Coordinate all transportation, maintenance, and repairs with designated Site Managers. LOCATION: The Portable Electric Package Conveyor is located at: Naval Base Coronado 2004 Quay Rd. Coronado, CA 92135 Responsibility and Inspection unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. The following factors shall be used to evaluate offers. (i) TECHNICAL CAPABILITY (ii) PAST PERFORMANCE (iii) PRICE Offerors' proposals will be evaluated first under Factor (i) above, which represents MINIMUM acceptable criteria. Under this factor, services offered will be determined to be either technically acceptable or unacceptable. Failure to meet the minimum criteria for this factor will render the offer to be technically unacceptable and to not be considered for award. See paragraph (b) below. Only those Offers which meet the minimum requirements established by Factor (i) will be further evaluated under Factors (ii) and (iii). In the second step of evaluating those offers determined under Factor (i) to be technically acceptable, Factor (ii), PAST PERFORMANCE, combined with Factor (i), is significantly more important than Factor (iii), PRICE. Although cost is not as important as Past Performance, it should not be ignored. The degree of its importance will increase with the degree of equality of the proposals in relation to past performance, or when it is so significantly high as to diminish the value of past performance superiority to the government. At the discretion of the Contracting Officer, the Government intends to evaluate proposals and award a contract without discussions with offerors. Each initial offer should, therefore contain the Offeror's best terms from both a price and technical standpoint. (b) TECHNICAL CAPABILITY will be assessed by evaluating technical information submitted in response to this solicitation. Offerors' technical information will be used to determine whether the services proposed meet the specifications included in this solicitation. Items or services offered, as provided in Offerors' technical information, will be evaluated and determined to be either technically acceptable or technically unacceptable. Offers which are determined to be technically unacceptable may not be considered further for award. (c) Offeror's PAST PERFORMANCE information will be used to make a determination of whether the offeror has a acceptable record of past performance. Offerors should, therefore, provide performance history and references to demonstrate acceptable performance for up to three prior similar contracts performed within the past three years. PAST PERFORMANCE information should be provided on the form provided as an attachment to this solicitation. Information utilized will be obtained from these references as well as any other sources who may have relevant information. Offers which lack relevant past performance history will receive a neutral rating for this factor. Any Offeror's proposal which has no relevant past performance history, while rated neutral, may not represent the most advantageous proposal to the Government and thus, may be an unsuccessful proposal when compared to the proposals of other offerors. The Contracting Officer will evaluate Offeror's PAST PERFORMANCE as follows: NEUTRAL: No relevant past performance available for evaluation. Offeror has asserted that it has no relevant directly related or similar past performance experience. Proposal receives no merit or demerit for this factor. ACCEPTABLE: Very little risk anticipated with delivery of quality product, on time, or of degradation of performance, or lack of customer satisfaction based upon the offeror's past performance. UNACCEPTABLE: Significant potential risk anticipated with delivery of quality product, on time, and of degradation of performance based upon the offeror's past performance. (d) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Offerors must be registered in the Central Contractor Registration (CCR) database to be considered for award. Registration is free and can be completed on-line at http://www.ccr.gov/. All quotes shall include price(s), FOB point, a point of contact, name and phone number, GSA contract number if applicable, and business size. Each response must clearly indicate the capability of the offerors to meet all specifications and requirements. I. TECHNICAL SUBMISSION Offeror shall provide detailed proposal addressing all the requirements of the SOW. To include a statement as to whether the repair replacement parts provided will be new or refurbished. Any repair parts for this procurement will be in compliance with FAR 52.225-1 Buy American Act “ Supplies. 2. PAST PERFORMANCE The submittal of Past Performance shall include information as described in Clause N00244L335. The Government will evaluate each offeror's past performance based upon the relevant references submitted under the Past Performance factor. Offerors shall provide past performance that is highly relevant to the scope, complexity, and dollar value of package conveyors refurbishment. Offerors shall provide the Past Performance/Questionnaire Data Sheets on up to three (3) of the firm ™s most recently completed federal government, state government, municipal government, or commercial contracts (not to exceed three (3) years since completion). Offerors should provide a detailed explanation demonstrating the relevance of the contracts or efforts to the requirements of the present solicitation. Offerors may submit performance data regarding current contract performance as long as a minimum of one year of performance has been completed as of the closing date of this solicitation. Failure to provide the completed Past Performance/Questionnaire Data Sheets shall be considered certification that the offeror has no relevant past performance and will receive a neutral rating. The Past Performance/Questionnaire Data Sheets shall be completed by a representative of the Government agency or commercial firm for whom the work was performed. Only the Government representative or commercial customer MUST forward the completed Past Performance Data Sheets/Questionnaire to the Contracting Specialist no later than the closing of the solicitation by e-mail and/or fax to (619) 532-2347 Attn: Juana Perez. It shall be the offeror ™s responsibility to ensure receipt by the Contracting Specialist of the completed Past Performance/Questionnaire Data Sheet (see Clause N00244335). The Government ™s assessment of performance risk is not intended to be the product of a mechanical or mathematical analysis of an offeror ™s performance on a list of contracts, but rather the product of subjective judgment of the Government after it considers all available, relevant, and recent information. 3. PRICE The offeror shall submit one signed copy of the complete Form SF18 priced and applicable copies of any amendments and executed Representations and Certifications. Signed copies may be submitted via electronic mail. Price quoted shall be inclusive of all costs associated with transportation, maintenance, and repairs in accordance with the statement of work.
