Description
NASA/GSFC has a requirement for two (2) Linear Ion Trap Mass Spectometers whichalso include warranty, move and installation of both systems.NASA/GSFC intends to purchase the items from Thermo Electron North America., pursuant toFAR 13.106, for the acquisition of supplies or services determined to be reasonablyavailable from only one source. Thermo Electron North America can provide both LinearIon Trap Mass Spectrometers (ITMS) instruments based on a particular linear quadrupolarion design that exactly matches the Mars Organic Molecule Analyzer Mass Spectrometer(MOMA-MS)by NASA for the ExoMars mission of the European Space Agency.Requirementsinclude: Hyperbolic quadrupolar segmented rod electrode assembly with Laterial (radial)ion ejection via electrode slits in opposing hyperbolic electrodes. Ion introduction viaRF-only multipole optics, Two continuouse dynode elctron multiplier ion detectors withHigh voltage (+/- 15kV) post acceleration conversion dynode in each detector. m/z(mass-to-charge) range 15-4000 Da (Daltons). Mass resolution of 30,000 (full width athalf maximum, or FWHM) at m/z 1500 Da.Must be capable of MS^n (tandem mass spectrometryMS-to-the-n) analysis for n=1-10 and must be capable of acquiring and displaying fullmass range, partial mass range, and single ion monitoring (SIM) mass spectra.The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon Februaray 16, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
