- This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this sources sought synopsis is to gain knowledge of potential qualified Small Business sources and their size classifications (i.e., HUBZone 8(a), 8(a), HUBZone, Service-Disabled Veteran-Owned, Veteran-Owned, Woman-Owned, and Small Disadvantaged Business) relative to the North American Industry Classification System (NAICS) code 541990. Responses to this sources sought synopsis will be used by the Government to make appropriate determinations about potential sources. Only small business sources should respond to this sources sought synopsis. Project Title: "Bringing Recovery Supports to Scale Technical Assistance Center Strategy (BRSS TACS)" Project Description: The purpose of this project is to provide policy and practice analysis, as well as training and technical assistance, to States, providers, and systems to increase the adoption and implementation of recovery supports (e.g., peer-operated services, shared decision making, supported employment) for people with behavioral health problems. This project furthers efforts to address the needs of individuals with co-occurring mental health and substance use disorders and would involve the following: • Conduct an environmental scan of recovery supports in the behavioral health field; create a situational analysis of results. • Develop a steering committee to help guide the work of the project. • Create a resource center for recovery supports implementation; the target audience will be: States, providers, and related systems, and will also engage consumers and people in recovery, family members, advocates, researchers, and others. • Conduct policy analyses regarding the adoption and implementation of behavioral health recovery supports  including the review and translation of financing strategies, research findings, and performance data  and develop briefing papers, including fact sheets, practice guidelines, brochures, and tip sheets for States, policy makers, providers, and others. • Convene expert panels to identify effective policies and practices in the adoption and implementation of behavioral health recovery supports. • Create a resource center website on the SAMHSA web portal to be a central repository of information and materials concerning recovery supports. • Develop an on-line database of journal articles, scientific studies, and other publications concerning behavioral health recovery supports. • Provide informational updates to listserv members on website updates and information on new or existing information on recovery supports. • Provide technical assistance to inquiries from States and others regarding the development of behavioral health recovery supports. • Coordinate training teleconferences on various topics related to behavioral health recovery supports, such as financing of recovery supports and practice guidelines on best/emerging practices in peer/consumer recovery support services. • Develop web-based technical assistance materials. • Conduct comprehensive research reviews and develop reports based on findings. • Arrange and convene large, in-person meetings to provide technical assistance. • Develop and submit annual reports on the progress of tasks. Your responses to the questions provided below will assist the Government in selecting the appropriate acquisition method. Page limit: Maximum 15 pages (Times New Roman, font size 10 or larger). In addition, a copy of the company capability statement will be accepted as supplemental information. Electronic and fax submissions will be accepted, but please confirm by phone that your response has been received. The anticipated period of performance is 12 months, with four (4) 12-month option periods and several optional tasks. After review of the responses received, a pre-solicitation synopsis and formal solicitation may be published in the Federal Business Opportunities. Responses to this notice must include company name, address, point of contact, size of business pursuant to the NAICS code, and must respond to the following questions: 1. Is your business a small business under the NAICS code? 2. Does your firm qualify as a small disadvantaged business? 3. If disadvantaged, specify if your firm is certified under Section 8(a) of the Small Business Act. 4. Are you considered a certified HUBZone firm? 5. Are you considered a woman-owned or operated business? 6. Are you a certified Service-Disabled Veteran-Owned or Veteran-Owned business? 7. Describe your proven capability for performing a comprehensive environmental scan of recovery supports in the field and your ability to meaningfully analyze the information for use. 8. Describe your capability for creating a resource center focusing on recovery support for use by States, providers and consumer organizations. 9. Describe your proven capability to provide technical assistance to a variety of audiences including: States, Territories and provider organizations on the successful design and implementation of behavioral health recovery supports 10. Describe your proven capability to assess State and Territories needs with respect to behavioral health recovery support and develop technical assistance tools to best address those needs. 11. Describe your capability to design and conduct teleconferences related to the implementation of recovery supports 12. Describe your proven capability to analyze information from various sources including databases and journal articles to ensure an up-to-date accounting of information related to behavioral health recovery support. 13. Describe expert knowledge of behavioral health recovery supports. 14. Demonstrate ability to create steering committees of diverse stakeholders. 15. Provide a proven track record of organizational capability to quickly assemble groups of seminal experts on highly specialized behavioral health matters to analyze and identify effective practices and guidelines. 16. Describe expert knowledge and demonstrate ability to meaningfully involve people who use behavioral health services and their families in all aspects of organizational operations. 17. Demonstrate experience managing a major national initiative and implementing complex guidance from Federal staff, with a minimum of clarification or performance editing required. 18. Provide documentation that proves leadership in developing web-based resources and creatively and quickly design new components/pages for existing web sites that are Section 508 of the rehabilitation act compliant with only broad guidance. 19. Demonstrate expertise in successful meeting planning, and successfully providing related logistical support (including all travel and accommodations arrangement for participants). 20. Demonstrate capability to provide error-free, expert technical writing on behavioral health recovery supports.
