Description
Minimum Requirements Additional Information This is a request for information. This special notice is for planning purposes only and is not to be construed as a commitment by the Government. This is NOT a solicitation announcement for proposals and no contract will be awarded from this announcement. The United States Coast Guard (USCG), Aviation Logistics Center (ALC), Engineering Services Division (ESD) is requesting information to be used in developing an acquisition strategy to procure testers for detecting and decoding Electronic Locator Transmitter (ELT) 406 MHz transmissions on CG aircraft equipped with a 406 MHz ELT, as well as, detecting and decoding Personal Locator Beacon (PLB) and Emergency Position-Indicating Radio Beacon (EPIRB) 406 MHz transmissions. The USCG, ALC, ESD intends to procure a quantity of 30 testers to detect and to decode Electronic Locator Transmitter (ELT) 406 MHz transmissions on USCG aircraft equipped with a 406 MHz ELT to be delivered no later than December 2011. Potential offerors with the ability to meet the requirements listed herein are requested to provide information on their solution, whether it is data on existing systems, or a developmental approach for new systems. It is requested that potential offerors provide a Rough Order of Magnitude on cost, production quantity breaks, and manufacture ramp up and sustainable rate. If delivery of the requested 30 systems by December 2011 is unattainable, please provide a best case delivery schedule. It is requested that potential offerors provide information to the following questions: (1) Is your business a large or small business? (2) If small, does your firm qualify as a small, emergent business, or a small, disadvantaged business? (3) If disadvantaged, specify under which disadvantaged group and is your firm certified under Section 8(a) of the Small Business Act? (4) Is your firm a certified "hub zone" firm? (5) Is your firm a woman-owned or operated business? (6) Is your firm a certified Service-Disabled Veteran-Owned? (7) Is your product listed on a GSA schedule? (8) Do you have other government agencies using the product, and if so which agencies, POC's and contract numbers? (9) If possible, any POC's for civilian users for general usage of product questions. Reimbursement will NOT be made for any costs associated with providing information in response to this special notice and any follow-up information requests. After the review of the responses to this RFI and if, the Government still plans to proceed with the acquisition, a solicitation announcement will be published on the Federal Business Opportunities website. Any response to this RFI will NOT be considered to be an adequate response to any future solicitation announcements.
