- INDUSTRY DAY / PRE SOLICITATION CONFERENCE - 24 Feb 2011 The purpose of this announcement is to advise interested companies that the US Army Contracting Command - Aberdeen Proving Ground (Soldier, Chemical, Research and Test) Natick Contracting Division, on behalf of the Joint Program Executive Office for Chemical and Biological Defense plans to conduct a: PRE-SOLICITATION CONFERENCE and INDUSTRY DAY at the National Conference Center in Lansdowne, VA, on February 24, 2011 to discuss an upcoming acquisition of an advanced development and manufacturing capability for medical countermeasures as described below. The event will also be webcasted live, at the website link provided below. The event will also include thirty (30) minute one-on-one discussions between Government program personnel and interested industry parties, and will be scheduled on the day of the event on a first-come-first-served basis. THIS IS AN ADVANCE ANNOUNCEMENT ONLY for planning purposes. Additional information, including the agenda, directions and instructions for RSVP/reservations will be posted to the website link provided below. =============================================================== Synopsis of Proposed Acquisition The Department of Defense (DoD) requires a dedicated agile and flexible advanced development and manufacturing capability for medical countermeasures that includes participation of both innovators and pharmaceutical firms. The Government requires an industry partner (prime contractor, consortium or other suitable business arrangement) to establish a DoD advanced development and manufacturing capability for medical countermeasures that will ensure the rapid development, Food and Drug Administration (FDA) licensure, and cost-effective production of medical countermeasure vaccines and therapeutics. This may include small and large molecule products. The contractor will work with the Government in a partnership to manage, operate, and maintain the advanced development and manufacturing capability and to deliver medical countermeasure products throughout the life of the project, which is estimated at 25 years or more. The advanced development and manufacturing capability will leverage the development expertise of pharmaceutical firms that have licensed FDA products, while retaining the innovation of small biological technology firms and other independent innovators to support the needs of our military and the Nation. The advanced development and manufacturing capability for medical countermeasures capability will incorporate production technologies in a flexible, multi-product (this may be up to eight (8) simultaneous products) manufacturing facility(ies) that can reduce medical countermeasures development and production cost and create the ability to produce medical countermeasures for development, and surge production. The contractor will co-develop, with the Government, any overall product specific advanced development and manufacturing plan by leveraging expertise from the Government and non-Government entities associated with that specific product. Recent and emerging technological advances in disposable manufacturing equipment, novel expression/production platforms and regulatory sciences will be used by the contactor to facilitate the implementation of a multi-product capability.
