Description
The Program Executive Office for Simulation, Training & Instrumentation (PEOSTRI), Orlando FL, intends to Award on a sole source basis with Inflatable Images, a Division of Scherba Industries 2880 Interstate Parkway, Brunswick, Ohio, 44212. Only one responsible source and no other supplies or services will satisfy agency requirements. The inflatable decoy for the T-72 Tank was designed and developed by Inflatable Images, and there is no other known company that has the drawings, specifications and computer aided designs to provide an inflatable decoy that is an exact decoy of the T-72 Tank. The period of performance is 30 days after contract award. There is no solicitation regarding this sole-source synopsis. All comments and questions regarding this notice must be submitted in writing, to the Contract Specialist. The Government is not responsible for any costs incurred in responding to this notice. This notice of intent is not a solicitation or a request for proposals. Requirements are as follows: The purpose of this procurement is to procure an inflatable decoy of the T-72 Battle Tank. The decoy was requested by the user representative at the Army Test and Evaluation Command (ATEC) to support an upcoming Infantry Brigade Combat Team (IBCT) test activity. The test activity commences on 16 May 2011, and the threat decoy needs to be in place prior to the test activity. Prior to installation of the decoy on the ATEC test range, it needs to undergo acceptance testing, validation, and certification as a T-72 Threat Decoy, as opposed to a representative threat decoy. This procurement will be prepared in accordance with Far Part 13, using Simplified Acquisition Procedures.
