- SYNOPSIS ADDED 03 FEBRUARY 2011 The Naval Air Warfare Center Aircraft Division intends to extend the ordering period of of an existing Basic Ordering Agreement (BOA) N00019-08-G-0016 with Teradyne Inc. This will extend the ordering period from three (3) years to four (4) in accordance with DFAR 216.703)(c)), through 26 March 2012. The purpose of this agreement, and all subsequent delivery orders, is to provide for the procurement of circuit cards and software for the M9, Di, Ai7, and Bi Series. The agreement also provides Logistical support to include Engineering and Technical Services, Software and Hardware Support Agreements, and Spares as well as CASS DTU and Digital Subsystems. These are all items required by the Navy's Consolidated Automated Support System (CASS). Teradyne Inc. is the original equipment manufacturer of the above mentioned commercial products and all technical data necessary for production is proprietary to Teradyne. Therefore, the Government does not have the specifications, drawings, or other data necessary to conduct a competitive procurement. NAVAIR intends to procure under the authority of 10 USC 2304 (C) (1), as implemented in FAR 6.302-1, through the aforementioned modification to the existing BOA. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responses received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See note 22.
