Description
The Transportation Security Administration (TSA) intends to contract using other than full and open competition to upgrade to the web based version of the Alion CM tool. In addition, the DHS TSA TSNM AC Vulnerability Assessment Branch seeks to provide the upgraded integrated tool to its headquarters and field resources, to make the upgrade, maintenance and e-mail technical support, and integration available to its branch. This project will be upgraded to the web-based version of the Alion CounterMeasures TM CM Tool (the current version being 8.1 which is on the Technical Reference Model (TRM), and the upgrade [Web version 1.0] is not on the TRM). Accordingly, the TSA intends to award a contract to Alion Science and Technology Corporation, 1759 Tysons Blvd., Suite 1300, McLean, VA 22102. This contract will address the requirements of the TSA Transportation Sector Network Management Air Cargo Program Office for a Countermeasures software upgrade. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received thirty days after date of publication of this synopsis will be considered by the Government. The Government will notify parties of the outcome of any proposal submitted in response. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested vendors who may wish to seek subcontracting opportunities should contact the above named company directly.
