Description
THIS IS A SOURCES SOUGHT NOTICEONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION AVAILABLE AT THIS TIME. DRAFT PERFORMANCE WORK STATEMENT IS INCLUDED FOR INFORMATION PURPOSES, BUT IS SUBJECT TO CHANGE. The Space and Naval Warfare Center Systems Center, Pacific (SSC Pacific), is seeking sources that can provide expertise in Patent Application Drafting Services. This indefinite delivery, indefinite quantity (IDIQ) services contract will require preparing and delivering specifications (with claims), formal drawings, and information disclosure statements for up to 160 non-provisional United States utility patent applications to be filed in the United States Patent & Trademark Office (USPTO). SSC Pacific conducts basic and applied research in many technical areas to support the Navys missions. SSC Pacific applies for U. S. patents resulting from some of this research and seeks to license some of those patents to commercial ventures. SSC Pacific holds patents in the areas of Undersea Acoustics, Chemical/Biochemical Systems; Electronics and Electromagnetics; Energetic Particles; Plasmas and beams; Information Technology and Communication; Materials Science and Technology; Optical Science; Remote Sensing; Simulation, Computing and Modeling; Signal Processing; and Space Research and Satellite Technology. SSC Pacific intends to issue a competitive solicitation as a follow-on to N66001-07-D-0011 with Nath and Associates. The applicable North American Industry Classification System (NAICS) Code is 541110, Office of Lawyers, and the small business size standard is $7 Million. The resulting award is expected to be a firm fixed price, IDIQ, multi-award contract with a base period of one year and two (2) one-year options. Task Orders awarded under this the subsequent contract are expected to range from $175,000 to $200,000 and the aggregated amount of all task orders is expected not to exceed $900,000. All small businesses, service-disabled Veteran-owned small businesses, certified HUB-Zone small businesses, certified 8(a) small businesses, Woman-Owned small businesses, Veteran-owned small businesses, Small Disadvantaged businesses, and Ability One Programs are encouraged to respond. Upon review of industry responses to the Sources Sought, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Governments best interest. This office anticipates award of a contract for these services by April 2011. It is requested that all small businesses submit to the contracting office a brief capabilities statement package (no more than three pages in length, single spaced, 12-point font minimum) demonstrating their ability to perform the requested services. This documentation shall address, as a minimum, the following: (1) Relevant Experience to include experience in performing efforts of similar scope and complexity within the last three years; (2) Company Profile to include number of employees, office location(s), DUNS number, CAGE code, and statement regarding small business designation and status. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSALS. It is a market research tool used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. The Government reserves the right to consider a set- aside for small businesses or one of the small business preference groups. SSC Pacific reserves the right to not evaluate submissions that do not comply with the instructions of this announcement. RESPONSES ARE DUE ON WEDNESDAY, 16 FEBRUARY 2011 BY 5:00 PM, PST.
