- The U.S. Army Contracting Command - Picatinny, Picatinny Arsenal, NJ 07806- 5000, on behalf of PM Soldier Weapons, intends to solicit, negotiate and award a sole source purchase order to Kongsberg Defence & Aerospace (KDA) under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(a)(2)(ii). The anticipated effort requires the development of a trade study to determine the feasibility of redesigning the Common Remotely Operated Weapon Station (CROWS) -05 system to allow full functionality while reducing the overall height of the system hardware on the M1A2 Abrams tank. This CROWS-05 system height reduction is necessary to meet the M1A2 Abrams requirement of tank commander frontal visibility over the CROWS system in order to assist the tank driver to effectively maneuver the tank. KDAs CROWS are a proprietary design and no other contractor could provide these alterations and analysis without obtaining KDAs proprietary data. KDA is the sole contractor possessing the ability to provide alternate configurations, variants, and improvements to the CROWS systems without introducing significant cost, schedule, technical, and safety risk to the program. These additional risks for another contractor to obtain the design details necessary to perform this task are considered to be unacceptable. Please note that this notice does not constitute a Request For Proposal (RFP). A determination by the U.S. Government not to compete this proposed contract action based upon the responses to this notice is solely within the discretion of the U.S. Government. The anticipated award timeframe for this action is 2QFY11.
