Description
The Missile Defense Agency (MDA) has a requirement for the continued engineering, development, test, integration, fielding and on-site operations and sustainment support for the fielded C2BMC capabilities located worldwide. This effort will also include deliverables of hardware and software data and products, training material and systems, test support and operations and maintenance. This requirement is a part of the C2BMC Ballistic Missile Defense (BMD) program element (MDA/BC). MDA intends to award a sole source contract to Lockheed Martin Corporation as part of a consortium of five major defense contractors (known as the Missile Defense National Team B (MDNTB)) to provide this follow-on effort. The proposed contract action is for system engineering expertise for the next spiral development and continued operations and sustainment of the C2BMC system for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(c)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(ii). The MDNTB is the only source that currently possesses the in-depth technical knowledge of the system requirements to satisfactorily perform the work contemplated herein within the needed timeframe. No other source has access to the required technical data and resident expertise to perform the described effort. This expertise cannot be attained by any other contractor within the anticipated period of performance without incurring an unacceptable delay and risk to the overall program in fulfilling these agency requirements and mission and without incurring a substantial duplication of costs. The sole source award will ensure continuity of the program until such time that this requirement can be procured competitively at the completion of this award. The anticipated period of performance is for five (5) years after contract award. A determination by the government not to compete this proposed contract action is solely within the discretion of the government. This notice of intent is not a request for competitive proposals.
