- This Market Survey replaces, in its entirety, the previously posted contract opportunity dated February 2, 2011. This is a Market Survey - Request for Qualified Companies. The Department of Transportation (DOT), Federal Aviation Administration (FAA), Air Traffic Organization - En Route (ATO-E) has a requirement to continue services, without interruption, to provide the FAA with air traffic control (ATC) operational and integration support for the deployment of the En Route Automation ModernizationERAM) system. The contractor must have on-board a Program Manager and at least 6 and preferrably 10 Air Traffic Control Specialist (ATCS) ERAM subject matter experts (SME) to assist with formal ATC operational testing (keyboard entries, handoffs, flight plan amendments, altitudes changes, etc.) of ERAM builds, analyze ATC problem reports, develop ATC operational procedures, develop work-arounds and support on-site ERAM ATC test activities at 20 En Route Air Route traffic control centers (ARTCC). See Attachment 2 -List of ARTCCs).Contractor must support ATC operational testing of ERAM with legacy systems HOST, User Request Evaluation Tool (URET), Flight Data Input/Output (FDIO), Traffic Management Advisor (TMA), Standard Terminal Automation Replacement System (STARS), Automated Radar Terminal System (ARTS), Advanced Technologies and Oceanic Procedures (ATOP), etc.). Contractor must support ATC operational testing of ERAM with international systems such as Canadian Automated Air Traffic System (CAATS), EUROCAT X and International Civil Aviation Organization (ICAO) flight plans. See Attachment I - Operational, Test and System Implementation The responses to this market survey will be used for informational purposes only. This is not a Screening Information Request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any costs associated, with preparation, in response to the market survey submission is solely at the interested vendor's expense. This acquisition is planned to be a 100% Small Business set-aside contract award. The principal North American Industry Classification System (NAICS) code for this effort is 541990, All Other Professional, Scientific and Technical Services, Standard Size $7.0M. The Period of Performance is planned from July 1, 2011 through December 31, 2012, with a one (1) year option period beginning January 1, 2013 through December 31, 2013. The estimated value of the contract is approximately $9.5M.The FAA is seeking interested sources that are capable of providing the requirements described in the Attachment I - Operational Test and System Implementation, to respond to this market survey. Respondents to this market survey must demonstrate that they have on-board the following capabilities:1. A Program Manager and at least 6 ATC ERAM SME's.2. For each SME demonstrate the minimum levels of experience as follows: Three years experience in ATC operational testing of ERAM (keyboard entries, handoffs, flight plan amendments, altitudes changes, etc.) in a test environment and on-site at FAA ARTCCs. One year experience in ATC operational testing of ERAM with legacy systems (HOST, URET, FDIO, TMA, STARS, ARTS, ATOP, etc.). One year experience in ATC operational testing of ERAM with international systems such as CAATS, EUROCAT X and ICAO flight plans. One year experience in developing site-specific ERAM ATC test plans. One year experience at identifying, documenting, and analyzing ERAM ATC site-specific and national problem reports. One year experience in developing ERAM ATC operational procedures and work-arounds. One year experience at developing and participating in on-site ERAM ATC transition activities at FAA ARTCCs. Responses must be limited to not more than 10 pages. Vendors must also submit a completed the attached Business Declaration Form (See Attachment 3). The Business Declaration Form does not count in the page count. All pages for the submissions, except for the Business Declaration Form, must conform to the following format: minimum 10 point font, 1 inch margins, single sided, no foldouts, and be on 8.5 X 11 size paper. All responses to this market survey must be received by February 10, 2011, @ 3 P.M., Eastern Standard Time.
