- Description: The United States Army Contracting Command - Rock Island is seeking to identify potential sources capable of manufacturing the 25MM M793 Target Practice - Traced (TP-T), DODIC A976, Part Number 12961093, NSN: 1305-01-400-3115, the 25MM PGU-23/U, DODIC A978, Part Number 2001736, NSN 1305-01-390-7977, and the Lightweight (LW) 30MM M788 Target Practice (TP) cartridge, DODIC B118, Part Number 12902727, NSN 1305-01-268-7274. The 25MM M793 TP-T, 25MM PGU-23/U, and LW 30MM M788 TP are non-tactical cartridges. The M793 and PGU-23/U cartridges consist of projectiles, cartridge cases, percussion primers, and propellant. The M793 also contains a tracer and links. These cartridges are training rounds used in the M242 Bushmaster cannon (M793) and the GAU-12/U Gatling gun (PGU-23/U). The manufacturing processes for these cartridges encompass, but are not limited to: (1) manufacturing of projectile components and assembly of projectiles, (2) manufacturing of tracer pellets and tracer loading (M793 only), (3) production of propellant, (4) cartridge case manufacturing, (5) case priming, and (6) cartridge load, assemble, and pack-out (LAP). To manufacture these cartridges, key industrial capabilities/equipment/skills are required including but not limited to: (1) metal parts manufacturing, (2) propellant, tracer and primer manufacturing, (3) expertise relating to energetic materials transportation, handling, storage and use in production, (4) automated equipment, processes, and engineering as they relate to 25mm ammunition load, assembly, and pack-out (LAP), (5) 25mm weapons, (6) ballistic and test lab equipment, and (7) indoor and outdoor test ranges which permit the safe, instrumented, firing of this cartridge. These items are procured to performance specifications, therefore ammunition design, manufacturing, quality and test engineering are essential skills. The M788 cartridge consists of a steel projectile body, copper rotating band, aluminum nose, aluminum cartridge case, flashtube loaded with black powder or booster pellets, electric primer, and propellant. This cartridge is a training round fired from the M230 Auto-Gun mounted on the Apache and Blackhawk helicopters. The manufacturing process for the M788 cartridges encompasses, but is not limited to: (1) manufacturing of projectile components and assembly of projectiles, (2) production of propellant, (3) flash tube manufacturing and loading, (4) cartridge case manufacturing, (5) case priming and cartridge load, assemble, and pack-out (LAP). To manufacture the M788 cartridge, special equipment and skills are required. Skills required include ballistics expertise, chemical expertise related to loading propellant into cartridges, production line set-up mechanics, and process and design engineering knowledge related to the load, assembly, and pack-out (LAP) for the M788 cartridge. Key industrial capabilities/equipment include (1) automated LAP line (which includes flashtube load, primer insertion, loading of propellant into cartridge cases, and sealing and crimping of the projectile to the case), (2) ballistic test lab equipment, (3) 30mm weapons, (4) indoor and outdoor test ranges which permit the safe, instrumented, firing of this cartridge, and (5) machining of the projectile body and windshield, and extruding, drawing, and machining the cartridge case. Critical components for the M788 cartridge include cartridge case, PA520 electric primer, and WC855 propellant. Specifications: The M793 and PGU-23/U cartridges are procured to a Performance Specification and the M788 cartridges are procured to a Technical Data Package (TDP). The Performance Specifications and the TDP are classified as Distribution "D". Distribution Statement D means distribution authorized to the Department of Defense and U.S. DOD contractors only (Critical Technology). The Performance Specification and TDP contain technical data whose export is restricted by the Arms Export Control Act, (Title 22, U.S.C., Section 2751 et seq.) or the Export Administration Act of 1979, as amended, Title 50, U.S.C., app 2401, et seq. Violations of these export laws are subject to severe criminal penalties. Offerors must be registered with the U.S./Canada Joint Certification Office. Planned Acquisition: The Government is seeking interested sources to fulfill the Fiscal Year (FY) 2012 requirements. The M793 requirements are estimated between 225,000 and 300,000 each. The PGU-23/U requirements are estimated at 200,000 each. The M788 requirements are estimated between 800,000 and 1,000,000 each. The Government anticipates making two awards. This planned FY2012 acquisition will serve as a bridge contract(s) to cover requirements for the M793, PGU-23/U, and M788 which will subsequently be part of a medium caliber family acquisition in FY2013-FY2017. Submission Information: Any interested U.S./Canadian firm who feels it is capable of manufacturing the M793, PGU-23/U, and M788 cartridges is invited to indicate its interest by providing the Government: 1) A brief summary of its company's capabilities, facilities, personnel and past manufacturing experience and 2) monthly production capacities with assumptions about number of shifts and any other production factors that may affect its monthly capacities.
