- NASA/GSFC has a requirement to Modify and fabricate the existing protoflight heatstraps and the MIRI shield straps for the James Webb Space Telescope (JWST). This procurement will provide the design, fabrication, and testing of the modificationsto the existing protoflight heat straps, their composite support flexures and the MIRIshield heat straps. NASA/GSFC intends to purchase the items and services from Utah State University ResearchFoundation (USURF). The Authority is pursuant to 10 U.S.C. 2304(c)(1), Only OneResponsible Source, in support of JWST. USURF has been the lead organization working with the JWST project to design, analyze,fabricate, and test the full set of protoflight heat straps and composite supports, whichincludes the current hardware that must be modified due to a recently discoveredinterface changes. The full set of protoflight straps and supports (with the exception ofthe new MIRI shield strap) are currently at USURFs facility awaiting final modificationsand documentation, which can not be done through the current contract vehicle due tocontract ceiling limitations. USURF has also performed extensive testing on the protoflight straps and compositesupports, they have approved established test procedures and test setups applicable tothe modification effort, and are uniquely qualified, as the fabricator, to modify theexisting composite hardware and handle the delicate heat straps without damage. Therefore, due to the nature of the work to be performed and USURF's experience andaccessibility to the current hardware and materials, it is necessary to award a solesource procurement to USURF. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to YOLANDA WILLIAMS, via email at Yolanda.A.Williams@nasa.gov or fax to301-286-1720, (email preferred), not later than 4:30 p.m. Eastern Standard Time (ET) onFebruary 17, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.
