Description
The intent of this notice is to inform the contracting community that the Government intends to enter into a sole source contract for services to upgrade portions of the current Physical Access Control System at the Ann Arbor VA Medical Center with Security Corporation, Inc., 22325 Roethel Dr, Novi, MI 48375 as described herein: The Ann Arbor VA Medical Center located in Ann Arbor MI has a requirement to upgrade and expand the Physical Access Control System (PACS) to comply with Federal Information Processing Standard (FIPS 201) and Homeland Security Presidential Directive 12. It is mandated that all new access control and systems shall be ISO 14443 A & B card readers with dual capability. The contractor is to install card readers that will work with our existing proximity cards and also with new smartcards that the VA will be mandating in the near future. Contractor shall replace all old card readers where specified and install new in compliance with new standards as stated above. For all existing equipment, existing cabling, mag-locks, and electric strikes will remain. In addition to replacing all existing card readers where specified with new compliant card readers, the contractor shall also install new card readers in new locations as specified. Contractor shall also install a Security Management Telecommunications System (SMTS). This system will integrate all duress/panic alarms, cameras, and the PACS; this system shall also be FIPS 201 compliant. The head end of the system, along with the entire installation must meet UL60950 and UL60950-1 certifications. The existing system is of Hirsch manufacture and the upgrades, new components, readers, SMTS, etc. is to be Hirsch compliant and be seamlessly interoperable. All work shall be accomplished in accordance with drawings, specifications and the Statement of Work. The Government was not able to identify vendors capable of providing the required services without jeopardizing interoperability with the current PACS with the exception of Security Corporation, Inc., an authorized installer and representative of Hirsch equipment. Security Corporation, Inc. currently maintains the PACS at this facility and is the preferred local representative of manufacturer Hirsch. The components and any equipment installed by other vendors will void the warranty and will not interface with the current PACS. As a result, the government intends to award a contract to Security Corporation, Inc. for these services on a sole source basis. The statutory authority permitting other than full and open competition for this procurement is 41 U.S.C. 253(c)(1), as implemented by FAR 6.302-1(a)(2), Only one responsible source and no other supplies or services will satisfy agency requirements. In accordance with FAR 6.302-1(b)(1), agencies are permitted to utilize this authority contingent upon a reasonable basis existing that the agency ™s minimum needs can only be satisfied by unique supplies or services available from only one source or only one supplier with unique capabilities. A justification for other than full and open competition has been prepared in support of this acquisition. This Federal Business Opportunities announcement constitutes the only solicitation issued; a separate written solicitation will NOT be issued on FedBizOpps. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government shall consider all information received by 3:00 PM Eastern Standard Time Feb 18, 2011. Information received shall be considered solely for the purpose of determining whether a competitive procurement is a viable option. No solicitation document exists and no telephone inquiries shall be accepted.
