- NOTICE OF INTENT TO SOLE SOURCE U.S Customs and Border Protection (CBP) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with The American Association of Motor Vehicle Administrators (AAMVA). AAMVA develops model programs in motor vehicle administration, law enforcement and highway safety. The association also serves as an information clearinghouse in these areas, and acts as the international spokesman for these interests. CBP queries the license plate numbers of all vehicles that cross the border into the United States. To simplify this process for CBP Officers (CBPO) at the primary inspection booths, CBP uses automated License Plate Readers (LPR) to read the license plate number and send the query for each vehicle. Questions have arisen regarding whether "stacked letters" or symbols on license plates are or are not part of the official plate number. It is CBP's intent to address the issue of whether these stacked letters on license plates are/are not part of a license plate's official number. CBP seeks to determine (1) whether officers should enter or should not enter, and (2) whether LPR software should read or not read stacked letters that appear on some licence plates as being part of the official license plate number. There is a lack of uniformity between jurisdictions on this issue, and on broader issues including non-alpha/numeric characters being used by some jurisdictions, graphics being incorporated into the background of license plates, character fonts and even colors that could affect the accuracy of license plate readers. LPR technology is a relatively new tool for the federal, state and local law enforcement community. This new technology has already proven itself useful in detecting stolen vehicles; identifying vehicles registered to drivers with suspended licenses; identifying vehicles associated with terrorist watch lists; and solving crimes. However, the effectiveness of LPR technology is often hampered by the aforementioned license plate issues. Market research was conducted to identify companies with the proper contacts within both U.S. states and Canadian provinces to access information on licensing and registration of motor vehicles. As none were identified, AAMVA is the only organization that has direct access to motor vehicle and law enforcement agencies at the State/Province levels through its network of established contacts and relationships; hence the basis for this Sole Source determination. ***The North American Industry Classification System (NAICS) code for this acquisition is 923110. ***The Government intends to solicit and negotiate directly with AAMVA. No solicitation package will be issued. This notice of intent is not a request for competitive proposals. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can perform the requirement. A determination to compete this action based on the responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via email. Documents over 10 pages total will not be accepted. No faxed documents will be accepted. Verifications of receipt of responses are the sole responsibility of the contractor. If no responsive statements are received by 18 February 2011, 12:00 NOON EST, an award will be made to AAMVA. The Government anticipates award on or before 21 February, 2011.
