- Statement of Work The U.S. Environmental Protection Agency [U S EPA] Environmental Sciences Division [ESD] intends to award a Sole Source fixed-price Purchase Order using Federal Acquisition Regulation [FAR] Part 13, Simplified Acquisition Procedures to Bruker Inc under the authority FAR 6.302-1. This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Proposals are being requested and a written solicitation will not be issued. The provisions at FAR 52.212-1, Instructions to Offerors - Commercial Items and FAR 52.214-4 Contract Terms and Conditions - Commercial Items, apply to this acquisition. The Government will award a Purchase Order resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation provisions and offers the best value to the Government. The criteria for evaluation are: Technical Approach and Price. The purpose of this acquisition is to upgrade the Surveyor HPLC system to a dual HPLC/UHPLC system with an open autosampler with cooled stack. This upgrade not only speeds up the operation time, so one would get more samples per day, but also increases the sensitivity, peak shapes, and retention time reproducibility. The sought system must have three components: pumps, autosampler, and photodiode array (PDA) detector with the following features/specifications for each component for it to be fully integrated and compatible with the Thermo Scientific TSQ Quantum 3AM mass spectrometry data system. Xcalibur software must have complete control of the HPLC/UHPLC system operation, data acquisition and analysis. See attached Statement of Work for specification. Vendor must provide Federal Tax Identification Number, Dun and Bradstreet Number, and Central Contractor Registration to be eligible for award. The NAICS code for this procurement is 334516. Any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response which, if received within 15 calendar days of the date of this announcement, will be considered. In addition, since this funding prohibition applies to subcontracts, offerors must consider it when preparing proposals."
