Description
This Special Notice announces the Government's intention to extend the existing Fixed-Price Incentive-Fee (FPIF) Global Positioning System Operations Center (GPSOC) contract. Currently, GPSOC services are provided by LinQuest Corporation and administered by 50 CONS. The GPSOC contract provides support services to the 2nd Space Operations Squadron (2 SOPS) at Schriever AFB. The period of performance for this contract action is 25 March 2011 through 24 May 2011. This extension will allow for additional time in the Global Positioning System Operations II (GPSOC II) Source Selection Process, and will ensure uninterrupted support to the critical needs of 2 SOPS. The contractor operates, sustains, and maintains the Global Positioning System Integrated Operations Center (GPSIOC) and the Global Positioning Information System (GPSIS) 24 hours a day 7 days a week. The daily operations of the GPSOC includes maintenance of day-to-day operational procedures to predict and report GPS anomalies, and satisfy authorized military, civil, and commercial GPS user's requests for information. The government intends to make publicly available a Justification and Approval documenting the rationale to utilize other than full and open competition. The forthcoming Justification and Approval will cite the authority of 10 U.S.C. 2304(c)(1) in accordance with FAR 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, interested parties may indentify their capability to respond to this requirement by 4:00 pm MDT, 18 February 2011, via email to the attention of: Camille Watley, camille.watley@schriever.af.mil or James Uram, james.uram@schriever.af.mil. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. No reimbursement for any costs connected with providing capability information will be provided. Information received will be solely for the purpose of determining whether to conduct a competitive procurement. The North American Industrial Classification System Number (NAICS) is 541330, Engineering Services and the size standard is $27M.
