- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format ins Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-42. The North American Industry Classification System (NAICS) code for this acquisition is 336212 Specifications for Hydraulic Detachable Gooseneck Trailer for the U.S. Bureau of Reclamation - Montrose, Co. 81401. 120,000 lbs. Loaded capacity with 120,000 lbs. concentrated in any 16' at full highway speeds. TRAILER DIMENSIONS:A. Shall have a maximum overall length of 53' - 3" (with 3 axles).B.Deck length shall be 26'.C.Deck width shall be 108".D.Road clearance shall be 8" minimum (loaded).E.Shall have a 50" (loaded), 5th wheel height.F.Deck height shall be 24" (loaded).G.Maximum rear deck height shall be 39 " (loaded) without wheel covers. CONSTRUCTION:A. All frame components are to be of 80,000 and 100,000 psi yield strength material.B.Four-beam I-beam main frame construction: main beams are to be 16" deep.C.Inner main beam flange material shall be 5/8" x 7", 100,000 psi yield steel and Outer main beam flange material shall be 1/2" x 6", 100,000 psi yield steel.D.Web material shall be a minimum of 1/4", 80,000 psi yield.E.Double drop deck design, with a 24" loaded deck height and a deck length of 26'.F.Hardwood decking shall be 1 3/4" Apitong (Raised).G.Cross members on maximum of 24" centers and be constructed of 12" x 10# I-beam, with a minimum of 65,000 psi yield, with 4" stub-in I-beam cross members in outer bays for cross members on 12" centers. Section modulus I/C = 10.3H.All steel shall be, either 80,000 or 100,000 psi with a tensile strength of 100,000 or 120,000 psi.I.Minimum of 16 Heavy Duty forged type, drop through style D-rings recessed in inside of outer bay's on 24" centers, plus 4 additional Heavy Duty forged type, drop through style D-rings mounted on top of wheel area beams at front and rear on 45 degree angle pointed out.J.Trailer is to have 12" removable swing out outriggers with 2" Fir planks. Construction shall be I-beam type and mounted on the top and bottom flange and span the entire width of the side beam for optimum strength and support. Shall have removable pins, to allow outriggers to swing freely for easy positioning, cleaning and maintenance. Double wide Heavy Duty front outriggers stored in front storage area between center beams. Two 24" long compartments must be provided at front of deck between center beams and recessed to top of bottom flange.K.Loaded deck height shall be 24" off the ground with 8" minimum ground clearance.L.Must have top flange reinforcing on upper outer flanges.M.Shall have Triangle cut-outs in webs of main frame for tie down points.N.31" Front loading ramps, Heavy Duty double hinged and reinforced with a support ledge for added strength.O.Removable tapered load bearing wheel covers over each axle on both sides of wheel area.P.Trailer shall be frame reinforced to accommodate a single axle mechanical evener beam style booster.Q.Trailer shall have a Mechanical evener beam suspension for self equalizing between trailer and booster. GOOSENECK:A. Shall be a hydraulic self-lifting detachable gooseneck (no ground bearing pads will be accepted). Shall have the ability to lift above or below transport level.B.Gooseneck is to be a scraper type design.C.Gooseneck must have a kingpin type guidance system similar to "Trail King's" design to facilitate connection. Shall have an air-activated lock pin that is self-locking as trailer and gooseneck come together (no manual lock pins are accepted).D.Positive locking system is required. As transport locks are activated, the air operated lock pin is locked into position in order to prevent lock pin from releasing.E.Hydraulic gooseneck support is to be included in order to hydraulically support disconnected gooseneck. Can raise or lower gooseneck in order to reconnect. Must be able to reconnect at a minimum of 4" below ground level.F.Gooseneck length is to be 12' - 11" with a swing clearance of 98" and 110", with a 16" and 40" kingpin setting. Loaded 5th wheel height if 50".G.Shall have a minimum of 7" from center frame connection pins to ground level to allow for clearance when reconnecting the gooseneck.H.The I-beam web, top flange, and bottom flange shall be one piece construction from the front through the bend to the back of the gooseneck, which allows for greater strength and durability.I.Front access panel shall offer quick access for connecting hydraulic, air and electrical lines. Panel shall be accessible for internal maintenance or repair simply by loosening four bolts. POWER SYSTEM:A. Trailer hydraulic system shall be operated by a wet kit on towing vehicle and trailer must have a minimum 3,000 lbs PSI hydraulic system. LIGHTING SYSTEM:A. Lighting system shall be to ICC/DOT specifications.B.All wiring shall be run thru rubber grommets when passing thru cross members.C.Lighting system shall be sealed lighting system with rubber mounted lenses.D.All lights shall be L.E.D.E.One (1) 4-Pole female electric socket, mounted in rear of trailer and wired to clearance lights for customer supplied warning lights.F.One (1) pair of 4" round amber strobe lights, mounted in rear light channel of both the trailer and booster. One (1) On-Off switch mounted on rear of trailer and wired to blue wire. This switch will operate amber strobe lights on rear of trailer only. Amber strobe lights on booster will be operated by electrical connection plug-in from booster to trailer. Questions regarding this shall be directed to the contact listed. SUSPENSION/AXLES:A. Tri-axle type with three (3) 25,000 lb. axles.B.16 1/2" x 7" air brakes, with S-cam brake shoe activators. NO ABS.C.8.25 x 22.5 Disc wheels with outboard 10-hole pilot mount hubs.D.275/70R x 22.5 (H) radial tires. Minimum tire load rating of 6,175 lbs. each at 65 mph at 125 psi.E.Oil bath hub seals and tapered roller bearings.F.54" axle spacing between first, second and third axles.G.Air ride suspension with automatic and manual ride height valve with liquid filled air gauge with a weight conversion chart for measuring axle loading. Gauge and control must be mounted in a stainless steel panel at rear of trailer and accessible from a standing position on the ground.H.Spring brakes must be provided on first two axles of trailer only. No spring brake on lift axle. PAINT:A. Trailer and Booster shall have all mill scale and weld slap removed, shot blasted, then washed with a metal etching solution and completely blow dried. Trailer and Booster shall be primed with a urethane primer and finish coated with polyurethane paint, electro statically applied. Paint color to be determined at time of order. WELDING:A. All welding applications shall use AWS D1.1 welding code as a guideline. SINGLE AXLE MECHANICAL EVENER BEAM BOOSTER:A. Booster shall have a 25,000 lb capacity axle with air ride suspension.B.Automatic and Manual adjustable ride height valve.C.Booster shall have a greasable bearing at articulation point, top and bottom.D.Booster shall be 108" wide, to match trailer width.E.All other booster components must be same as trailer, including axles, brakes, suspension, paint & prep, lighting, etc. OPTIONAL EQUIPMENT:A. Trailer and Booster shall have flag holder brackets mounted on outer rear bumper. (g) Penalties/Sanctions: Employers who fail to complete and/or retain the I-9 forms are subject to penalties. The INS enforces the INA requirements on verification of employment eligibility. The Justice Department enforces the anti-discrimination provisions. As part of their ongoing enforcement efforts, the ESA's Wage and Hour Division and Office of Federal Contract Compliance Programs conduct inspections of the I-9 forms. They report their findings to the INS and to the Department of Justice when they find cases of disparate treatment or unauthorized employment. A debarring official may debar a contractor, based on a determination by the Attorney Geneeral of the United States, or designee, that the contractor is not in compliance with the INA.
