Description
National Institutes of Health (NIH) electronic Research Administration (eRA) Request for Information - NLM-11-065-EJB The National Institutes of Health's (NIH) Electronic Research Administration (eRA) is conducting market research to identify Small Business Administration (SBA) 8(a) companies and other small businesses that have the combination of: • Experience running an operations center, and • Federal grants management system experience similar in size, scope and complexity to the eRA program. The current contract supports about 20 FTEs. The eRA expects to conduct a competitive acquisition and award a contract no later than June 2012. The contract type will be a hybrid of Firm Fixed Price and Labor Hour tasks. If there are a sufficient number of SBA 8(a) companies with demonstrated experience, the competition will be limited to SBA 8(a) companies. Below are the characteristics of the eRA Operations Support: • Design, implement and update eRA's Hardware Architecture Model consisting of NIH's Grant Life Cycle with 35 applications with the anticipation of growing to around 45. Recommend, schedule, and perform hardware/software improvements, upgrades, and support. • Identify applications and analyze the sufficiency of hardware to satisfy requirements. Analyze and implement capacity management plans for each web based application specific to all environments (including but not limited to Development, Test, Stage, User Acceptance Testing (UAT) and Production). • Install and configure middle-tier components (Oracle Application Server (OAS), Tomcat, Apache, Reverse Proxy). In addition manage resources (Disk CPU, Memory Utilization, Disk I/O) on 60 - 70 Unix servers. • Install, configure, and manage Windows O/S on 80 - 90 Windows (virtual and non-virtual) servers. • Install 35 - 45 Oracle databases to hold NIH Grants data on non-production and production environments. • Configure and manage the integrity and scalability of data in all 35 - 45 Oracle databases. • Provide performance tuning for all 35 - 45 Oracle databases. • Deploy code for NIH's Grant Applications in all environments (including but not limited to Development, Test, Stage, UAT and Production) according to quarterly enterprise release schedules and control and manage any changes in these environments. • Analyze code related defects using system generated logs, and troubleshoot configuration issues on database and application servers in all environments (including but not limited to Development, Test, Stage, UAT and Production). Interact with various groups such as Development, Architecture, Testing, Security, User Support, and Analysts to troubleshoot and plan for future applications which are part of the grant management cycle. • Provide maintenance support (e.g. patches, upgrades, refreshes for all Oracle databases and Unix and Windows servers). • Provide technical expertise using virtualization to host multiple sets of given grant applications minimizing the need for physical system dependencies. • Provide performance testing and tuning for each of the 35+ grant applications using tools such as Load Runner. • Monitor NIH grant applications using application such as Sitescope to simulate a user's actions to determine if there are any systemic issues. • Monitor database load, activity, performance, space, and scheduled jobs. • Utilize cron jobs for application log archiving, daily/weekly application restarts, and execution of bridge jobs. • Utilize system generated alerts for potential security breaches. • Manage audit tools that tracks daily any updates or changes taken place in the Production environment. • Develop, implement and maintain procedures and associated training plans for administration, appropriate use, high availability, and disaster recovery. • Manage all network hardware and equipment, including upgrades, backup of data and configuration files. Manage network asset management, including maintenance of network components and related documentation with technical detailed information. • Assist with diagnosing problems and taking appropriate corrective actions which requires flexible work schedules during the days/nights and weekends. • Provide on-call support 24 hours daily, 365 days per year. • Document, track and resolve issues and risks at the program level. Conduct incident reviews for any outage affecting production systems. • Provide coordination for communications to include bridge management, event notification, and any type of escalation which would be classified as production downtime.
