- Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of USSOCOM intends to award a firm fixed price purchase order on a sole source basis to: SSK Military Industries 1008 Monroe Rd Lebanon, OH 45036. THIS IS NOT A REQUEST FOR PROPOSALS. No solicitation document is available. 1) FAR Statutory Authority cited: 13.106-1(b)(1) only one responsible source and no other supplies or services will satisfy agency requirements. 2) Nature and description of the supplies or services required to meet the agency's needs: The item to be procured from SSK Military Industries Inc. is a commercially available Automatic Activation Device (AAD) for Personnel Parachute Systems that is manufactured by Airtec GmbH and distributed in the US by SSK Military Industries Inc. Items are being purchased to support a combat evaluation for alternative sizes for an approved legacy personnel parachute system. These AADs are required safety device for personnel parachuting. 3) A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): The Military CYPRES-2 AAD is a required safety device and the only one authorized for use on the Military Javelin series systems. The CYPRES-2 AAD is manufactured by Airtec GmbH and solely distributed in the US by SSK Military Industries Inc. 4) A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: Market research was not conducted because this is the only viable product to conduct our research. 5) Any other facts supporting the use of other than full and open competition: Special Operation Forces have an immediate requirement to field a tactical parachute system with increased capability and options. Rapid procurement, evaluation and deployment of this type of parachute system will have a definite and immediate impact on the survivability of personnel during combat operations and training. This purchase is required for jumper safety to support this evaluation. 6) A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: Not feasible at our level.
