- The Naval Research Laboratory (NRL) requires scientific, engineering, technical, and analytical support for conducting research and development in techniques for processing and communicating data that preserve critical system properties, such as security, safety, availability and timely delivery of computational results, and improve methods for analyzing and developing computer network systems. These areas include the research, development, and design of high assurance software, extensible and adaptable foundational theories, network security solutions, information systems security (INFOEC) technology, mobile and wireless communications systems security, and information assurance (IA) to ensure the Department of Defense and the Department of the Navy maintain the finest High Assurance Information Systems. A detailed Statement of Work will be included in the solicitation when issued. A Cost Plus Fixed Fee (CPFF) type contract is anticipated. The period of performance for this effort will be a base year of twelve months, with two one-year options. The anticipated level of effort is 43,200 hours for the base year and each option, if exercised. The incumbent contractor is ITT Corporation, 2560 Huntington Avenue, Alexandria, VA 22303-1404, under Contract Number N00173-06-C-2005. It is anticipated that only one award will result from this procurement. NRL uses Electronic Commerce (EC) to issue Requests for Proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. The actual closing date for proposals will be stated in the solicitation when issued. Any resultant contract will be DO Rated under the Defense Priorities and Allocations System (DPAS). An original and three copies of the Offerors proposal shall be received on or before the response date and time noted in the RFP. The package should be marked with the solicitation number, due date and time. The U.S. Postal Service continues to irradiate letters, flats, Express and Priority Mail with stamps for postage and other packages with stamps for postage destined to government agencies in the ZIP Code ranges 202 through 205. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The Government does not intend to use FAR Part 12, Acquisition of Commercial Items.
