Description
The National Institute of Allergy and Infectious Diseases (NIAID) and the Division of Occupational Health and Safety (DOHS) are seeking small business sources that can provide all the necessary personnel and resources to oversee, manage the day-to-day operations, and improve all components of the National Biosafety and Biocontainment Training Program (NBBTP). The NBBTP is comprised of three educational components; an intensive 2-year fellowship training program, a professional certification program, and a series of individual professional development courses. In support of the NBBTP education programs, the contractor's duties shall include but are not limited to: • Long term and near term programming, planning, and implementation • Recruitment of Fellows • Establish appropriate and competitive salaries for Fellows (in concert with the NIH salary scale for the NIH Intramural training awards) • Provide a pay and benefits package for all Fellows • Performance management and evaluation of each Fellow • Professional guidance and development of each Fellow • Planning developmental assignments for each Fellow • Assisting Fellows in career planning and job placement • Developing and delivering professional development courses focused on enhancing the careers of those already in the field of biosafety or biosafety facility operation • Developing and delivering a Professional Certification Program in biosafety and containment Biosafety Facility Operations It is anticipated that this requirement will be procured as a cost-plus-fixed-fee, level of effort type contract. All small businesses including veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns should respond with a capability statement, of no more than 10 pages, by February 17, 2011 at 11:00AM EST. Teaming arrangements are encouraged. (No large businesses should respond to this announcement.) Capability statements must reference similar work that has been performed by the contractor and the dollar value of that work. Respondents should specifically address their abilities to manage and administer professional educational programs or fellowship training programs. Respondents must also demonstrate past experience with contracts of similar size and scope. This is a market survey, not a request for proposals.
