Description
The Department of Defense Dependents Schools Europe (DoDDS-E) intends to issue a Request for Proposal (RFP)/Solicitation - HE1280-11-R-0001 - for the acquisition of Facilities Maintenance, Repair, and Inspection, Grounds Maintenance and Custodial Services to support the DoDDS-E Mediterranean District Schools located in Italy, Spain and Portugal. The DoDDS-E Acquisition will be a Requirements type contract with task orders being issued on a Fixed Price and anticipated Time and Materials basis. The contract will be issued for a Base Period and Four (4) One-Year Option Periods. We anticipate a 60-day Phase-In as part of the Base Period. DoDDS-E supports and maintains eighteen (18) schools and one (1) District Office related to this procurement with approximately 1.2 Million Square Feet/112,000 Square Meters of space. The Sources Sought/Request for Information previously posted on Federal Business Opportunities (FedBizOpps), entitled "MSMP-RFI," provides a Draft Performance Work Statement (PWS) and exhibits for all schools and the district office. Historical data and any updated exhibits will be provided with the solicitation. The performance based services for this acquisition includes, but are not limited to: operation, maintenance, repair, modification and alteration (including minor construction) of the facility; custodial services; management and inspection for systems and facility upgrades; reliability maintenance for facilities and infrastructure equipment; grounds maintenance; integrated pest management; refuse collection and disposal; recycling and disposition; and hazardous waste management and disposal. To effectively provide these services, the Contractor shall manage work orders and service calls, effectively manage custodial services and grounds maintenance, implement a quality control program, conduct preventative maintenance, conduct facility inspection and perform minor construction. The Contractor shall provide all management, supervision, labor, materials, supplies, transportation, repair parts, tools and equipment, and shall plan, schedule, coordinate and ensure the effective and economical operation, maintenance and repair of all school and office facilities and systems. The Contractor will professionally manage resources and the infrastructure to ensure sustainability, reliability and cost efficiency to ensure superior customer satisfaction by providing the services in a timely, efficient and effective manner. DoDDS-E is seeking services that incorporate the "best practices" that industry normally accords to commercial customers. DoDDS-E also seeks a contractor that possesses the resources and technical expertise to keep mission critical facilities and their operating systems in effective working order. This acquisition will be conducted using Full and Open Competition Procedures. The North American Industry Classification System (NAICS) Code is 561210-Facilities Support Services and the size standard is $32.50M. The Government intends to make a Best Value Source Selection Decision using the Tradeoff Process in accordance with FAR Part 15. The directions for proposal submission will be included in the solicitation. This will be an electronic solicitation release; no hard copies will be mailed. TELEPHONE, E-MAIL AND FAX REQUESTS WILL NOT BE ACCEPTED. Offerors contemplating competing for this contract award are asked to carefully review the PWS, the solicitation and related documents. All documents applicable to this solicitation notice will be available via internet at http://www.fedbizopps.gov. It is the responsibility of each offeror to review FedBizOpps for Notice of Amendments, Updates and/or Changes to current information. This office is NOT responsible for providing you with notifications of any changes to this solicitation. The specifications and all notifications of changes to this solicitation and for any posted changes or amendments to this solicitation will only be made available through FedBizOpps. A ll responsible sources may submit a proposal which shall be considered by the agency. The Solicitation HE1280-11-R-0001 is anticipated to be issued on or about 09 February 2011. Formal Site Visits at the DoDDS-E schools will be held as followed: February 15, 2011 - Rota, Spain, 10:00 (local time) February 17, 2011 - Lajes, Portugal, 13:00 (local time) February 23, 2011 - Vicenza, Italy, 10:00 (local time) DoDDS-E strongly encourages that offerors attend at least one site visit. Additional details will be provided with the solicitation. DoDDS-E is publicizing the dates for the site visits as the base access process for contractors attending the site visits must be initiated prior to the release of the solicitation. Therefore, any offeror interested in attending one or all of the scheduled site visits must submit the following information for each participant by January 3, 2011: 1) Full Name 2) Company Name 3) Company Address 4) Contact Information (phone number and e-mail) 5) Citizenship 6) Passport Number 7) Scanned legible copy of participant's passport Please submit the above information by the stated deadline to Ms. Gina Romano, Gina.Romano@eu.dodea.edu and Ms. Bernadette Honish, Bernadette.Honish@eu.dodea.edu. It is the responsibility of the Offeror to provide all required information by the above deadline. If submissions are received after the above deadline, DoDDS-E cannot guarantee participant access to attend the site visit. P lease note that FAR 52.237-1 will be incorporated into the solicitation : 52.237-1 Site Visit (Apr 1984) Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. D oDDS-E will be holding a Pre-Proposal Conference on February 24, 2011 in Vicenza, Italy. The location is off-base, thus offerors attending will not need base access to attend. DoDDS-E considers attendance at this conference highly important for the preparation of a competitive and cost effective offer. All offerors are urged to attend the pre-proposal conference. Failure to participate shall not relieve the successful contractor from responsibility for satisfactory and complete execution of the offer/contract.
