- THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS 100% SET ASIDE FOR SBA ILLINOIS DISTRICT SMALL BUSINESS FIRMS ONLY. COORDINATION IS WITH THE SBA ILLINOIS DISTRICT OFFICE. SOLICITATION DOCUMENTS WILL NOT BE AVAILABLE FOR DOWNLOADING UNTIL APPROXIMATELY FEBRUARY 25, 2011. On or about February 25, 2011, a solicitation for an equipment rental contract will be posted on FedBizOpps (www.fbo.gov). The Government's objective is to obtain services to include all labor, material, transportation, equipment, supervision, and other items necessary to provide a Construction Equipment Rental/Lease Contract for Naval Station Great Lakes, IL. The North American Industry Classification System (NAICS) code for this proposed competitive procurement is 532412 (size standard $7M). The procurement will be for a single award indefinite delivery-indefinite quantity (IDIQ) contract with firm-fixed price Exhibit Line Item Numbers (ELINS). The proposed contract will be for one (1) base year and two (2) option years. IDIQ work may be ordered utilizing DoD EMALL or on a delivery order specifying the exact locations and types of work to be accomplished. The period of performance will be specified in each delivery order by the Contracting Officer or by each DoD EMALL order. The Contractor shall provide personnel with the qualifications, technical knowledge, experience and skills required for efficient operation, maintenance and repair. The Contractor shall prepare all equipment for service prior to delivery to the Government. The preparation shall include but not be limited to all maintenance as set forth in the manufacture ™s recommended equipment pre-service procedures. Equipment shall have all decals, warnings, lifting specification plate, and instructions affixed on the vehicle. The Contractors name and identification number shall be installed on each piece of equipment and be readable from 100 feet away. Each vehicle shall have a complete operational check prior to delivery. All equipment shall be certified and weight tested in accordance with OSHA standards. Written proof of all records of required safety and weight testing shall be forwarded to the Contracting Officer upon delivery of equipment. The Contractor shall provide regular on site preventative maintenance for all equipment under long term use by the government. The Contractor shall be responsible for all repairs to equipment. The contractor shall be on site within four (4) hours of notification of a breakdown. Only the most minor repairs are to be made on site. Any repairs beyond a minor nature shall be done at the Contractors repair facility. The Government will request for proposals (RFP) from firms in accordance with the requirements designated by sections of FAR 15.203 and Navy/Marine Corps Acquisition Guide for a competitive negotiated procurement utilizing the acquisition of commercial items procedures of FAR Part 12. This method permits evaluation of proposals based on price competition, technical merit and other factors; permits impartial and comprehensive evaluation of offerors ™ proposals; permits discussions if necessary; and ensures selection of the source whose performance provides best value to the Government. As the solicitation will be issued via the internet, all prospective offerors MUST register themselves on the website. All contractors are encouraged to attempt to download prior to obtaining the solicitation through alternate sources. Many firms and commercial printing services have the capability to print the solicitation package and plan holders list off the internet, if necessary. The official plan holders list will be created by registration and will be available from the website only. Amendments will also be posted on the website for downloading. This will be the normal method for distributing amendments; therefore, it is the offerors ™ responsibility to check the website periodically for any amendments to this solicitation. Offers will be publicly opened. The number of offers received, the identity of the offers received, the amount of any offer or relative standing of the offers will not be disclosed to anyone until the time of contract award. IMPORTANT NOTICE: All contractors submitting bids, proposals, or quotes on Department of Defense solicitations must be registered in the Central Contractor Registration (CCR) prior to award of the contract. The purpose of this database is to provide basic business information, capabilities, and financial information to the Government. The CCR website can be accessed at www.ccr.gov. Reference is made to DFARS Clause 252.204-7004, Required Central Contractor Registration. All new contracts can ONLY be made to contractors who are registered in CCR. This requirement will apply to all solicitations and awards, regardless of the media used.
