- U.S. Department of Education (the Department) intends to solicit and negotiate with Fiserv, Inc. on a sole source basis in accordance with the authority of FAR 6.302-1 (b)(2) for renewal of its' Fiserv/Checkfree Recon Plus for Windows software maintenance agreement. Fiserv, Inc. is the manufacturer of the Checkfree Recon Plus for Windows software and is the only known source which can provide maintenance services for the software. Contract term will be for three (3) one-year periods commencing on February 28, 2011. Anticipated value is estimated at $117,000. Checkfree Recon Plus for Windows software is an automated financial reconciliation tool which provides the Department of Education with critical financial reconciliation functions, such as, Funds Balance With Treasury Reconciliation and Cash Reporting and Reconciliation to the U.S. Department of Treasury. Both of the referenced reconciliation functions are critical parts of the Department's annual financial statement audit process. Since the implementation of Checkfree software, the Department has received seven consecutive clean options on its annual audits. Renewal of the Checkfree Recon Plus for Windows software allows for continuity of these services which are vital to the support of the Department's mission. Due to the volume of financial transactions within the Department, any lapse or interruption in this reconciliation service provided by the Checkfree software is undesirable. This notice of intent is not a request for competitive proposals. However, all proposals or notices from interested parties that are received by no later than 5:00 pm (EST) on Monday, February 7, 2011. Oral communications are not acceptable in response to this notice. Government will evaluate any alternative solutions based on overall technical acceptability and total cost of ownership. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
