- The following answers are in response to questions from industry received as of 04 February 2011, 12:00 PM. Q1. Are set-aside task orders only for efforts less than or equal to $1M, regardless of scope, i.e. the scope could address any aspect of the GTACS PWS? A1. At this time the intent is that all orders below the $1 Million threshold that do not require development, production, or maintenance by an original equipment manufacturer or are otherwise restricted by proprietary requirements are to be initially set-aside for small business awardees. Q2. Are all task orders valued over $1M, regardless of previous OEM involvement, to be solicited among all contract awardees? A2. Fair opportunity requirements shall be in accordance with applicable statutes, regulations, and case law, including Federal Acquisition Regulations (FAR) Part 6.3 - Other Than Full and Open Competition. Q3. Does the Government intend to release a draft version of the full RFP, particularly Section L, Instructions and Section M, Evaluation Criteria? A3. The Government does not intend to release a draft version of the full RFP. No sample tasks will be released prior to the final RFP. A DRAFT version of Section L, Instructions and Section M, Evaluation Criteria is anticipated to be released on or about 11 February 2011. Q4. What is the correct date for response for industry comments to the DRAFT PWS? A4. The response date for industry's questions and or comments on the GTACS DRAFT PWS is 11 February 2011. Non-response does not exclude any offeror from participating in the future Request for Proposal (RFP) when it is released. Q5. Is the Contracting Center acronym really "AAC-APG" or is that a typo and it should read, "ACC-APG"? A5. There was a typo; the acronym is ACC-APG, as corrected below. EFFECTIVE 19 January 2011, the CECOM Contracting Center - Army Contracting Command became the "U. S. Army Contracting Command - Aberdeen Proving Ground (Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance)." Acronym: ACC-APG (C4ISR). U.S. ARMY CONTRACTING COMMAND ABERDEEN PROVING GROUND (C4ISR) will be used for all future postings under Solicitation W15P7T-11-R-C001. All interested parties should continue to watch the Federal Business Opportunities Page (FEDBIZOPS) under the Solicitation # W15P7T-11-R-C001 for further information.
