Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is HSSCCG-11-Q-00227 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-49. The associated North American Industrial Classification System (NAICS) code for this procurement is 541620 with a small business size standard of $7.00M. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2011-02-08 18:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Multiple shipping information. The DHS Citizenship and Immigration Services requires the following items, Meet or Exceed, to the following: LI 001, Quarterly Mold & Air Quality Inspections & Reporting (for the remainder of 2011) to occur on or around: April 1, 2011,July 1, 2011,October 1, 2011. In accordance with the attached Statement of Work for up to: 25 Guestrooms, Common Classrooms, Common Computer Lab Areas. Please price this line item per quarterly inspection. Quantity will be 3 (quarters). Each quarterly inspection includes an inspection at both locations. Period of Performance: 04/01/2011 through 12/31/2011., 3, EA; LI 002, Samples for Quarterly Inspections. Each quarterly inspection will require 50 laboratory samples (25 for each location) to be taken and read microscopically for mold in accordance with the attached Statement of Work. This line item accounts for 150 samples (25 per location per quarter for three quarters remaining in 2011). Please price this line item at the cost per sample. Period of Performance: 04/01/2011 through 12/31/2011., 150, EA; LI 003, OPTIONAL LINE ITEM: This line item may or may not be exercised at the sole discretion of the Government. This line item is for random inspections as issues/complaints arise from students throughout the year. Up to 12 additional inspections may be ordered on a random basis (one per month per location during months where a quarterly inspection hasn't already taken place). These inspections will be at one location rather than both so, in turn, should be half the cost of a quarterly inspection. Period of Performance: 04/01/2011 through 12/31/2011., 12, EA; LI 004, OPTIONAL LINE ITEM: This line item may or may not be exercised at the sole discretion of the Government. This line item is for the additional samples required for random inspections as outlined in Line Item 003. Up to 600 samples may be ordered. Please price this line item per at the cost per sample. Period of Performance: 04/01/2011 through 12/31/2011., 600, EA; LI 005, OPTIONAL LINE ITEM: This line item may or may not be exercised at the sole discretion of the Government. Quarterly Mold & Air Quality Inspections & Reporting (for 2012) to occur on or around: January 1, 2012April 1, 2012,July 1, 2012,October 1, 2012. In accordance with the attached Statement of Work for up to: 25 Guestrooms, Common Classrooms, Common Computer Lab Areas. Please price this line item per quarterly inspection. Up to 16 additional inspections may be ordered on a random basis (one per month per location during months where a quarterly inspection hasn't already taken place). These inspections will be at one location rather than both so, in turn, should be half the cost of a quarterly inspection. Period of Performance: 01/01/2012 through 12/31/2012., 16, EA; LI 008, OPTIONAL LINE ITEM: This line item may or may not be exercised at the sole discretion of the Government. This line item is for the additional samples required for random inspections as outlined in Line Item 007. Up to 800 samples may be ordered. Please price this line item per at the cost per sample. Period of Performance: 01/01/2012 through 12/31/2012., 800, EA; LI 009, OPTIONAL LINE ITEM: This line item may or may not be exercised at the sole discretion of the Government. Period of Performance: 01/01/2013 through 12/31/2013., 800, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, DHS Citizenship and Immigration Services intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. DHS Citizenship and Immigration Services is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. FAR 52.217-7 Option for Increased Quantity - Separately Priced Line Item (MAR 1989) The Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by written notice to the Contractor within 15 days. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree. (End of clause) 52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within 15 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 2 years. (End of clause)
