Description
The Army plans to acquire the Tactical SIGINT Payload (TSP). TSP is a pod configured tactical signals intelligence payload that provides the Warfighter with a comprehensive picture of electronic emitters and the ability to detect, identify, geo-locate, and copy emitters, including High Value Targets (HVTs). The contractor shall design, develop, fabricate, integrate, test and deliver a quantity of three (3) EMD Pod Mounted TSP Systems. The three (3) systems are to support the solicitation requirements for both the integration on board a surrogate platform (RC-12D Aircraft, a PM Aerial Common Sensors asset located at Lakehurst, NJ) for a Flight Demonstration, Flight Verification Test, Follow on Government Operational Assessment (OA) and to develop the Interface/Verification for the TSP onto the Gray Eagle, MQ-1C UAS. The contractor shall also provide Ground Workstations capable of controlling the payload and displaying the data collected. The primary purpose of the Ground Workstation is to serve as a surrogate DCGS-A. DCGS-A will serve as the ground interface for both control and processing of the TSP system. The results of this OA, contractor testing and Gray Eagle integration effort will be used to support a LRIP Milestone C Decision. The period of performance for the TSP contract is anticipated to be eighteen (18) months from the date of award. The Army Contracting Command- Aberdeen Proving Ground (Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance) (ACC-APG(C4ISR)) on behalf of Program Manager Aerial Common Sensors (ACS) is seeking interested sources to provide comment on the TSP program draft documents to include, at this time, the draft TSP Performance Work Statement (PWS), draft Technical Addendum to the PWS (Restricted - see below), draft section L of solicitation W15P7T-11-C-S801, draft section M of solicitation W15P7T-11-C-S801, draft section B of solicitation W15P7T-11-C-S801, draft Contract Data Requirements List (CRDL), and Draft DD Form 254 and classified portion of the Technical Addendum (Classified -see below). The Government requests that in addition to any general information and comments regarding the overall TSP program and draft documentation, specific comments should be offered for the following: Specific areas of feedback include; a) Being able to meet the small business goals as stated in the draft Section M, b) Being able to meet the reliability requirements of the Technical Addendum, adequacy of test articles being procure to support the 18 month period of performance and associated activities, c) Any required Government Furnished property that would be envisioned in the execution of these tasks in the event an award was made, d) any recommended cost sharing arrangement and contract incentives. This draft Request for Proposal is for provided for comment only and shall not be considered as an Invitation for Bids, or a Request for Proposals (RFP). Additionally, there is no obligation on the part of the Government to acquire any products or services described in this draft and all posted requirements and terms and conditions are subject to change. The comments offered in response to this announcement may be used in the planning of the Government's acquisition strategy for TSP and is for information purposes only. No payment for direct or indirect cost will be offered to any interested source in the TSP procurement. The Government does not intend to award a contract on the basis of this draft. Please note that there is no intended industry day at this time. Data Access and Submission Requirements: Unclassified Data: Comments shall be provided by COB 24 February 2011 and should clearly identify the following: document being commented, the paragraph, the recommended change, and the rationale for change. Unclassified comments/recommended changes should be posted to the Interactive Business Opportunities Page (IBOP). These comments will be viewed by the Government team only. Questions on draft documentation should be submitted through the IBOP and Government responses will be posted on the IBOP. Interested parties are responsible for marking proprietary or sensitive information contained in their response. Classified Data: Classified data access is a requirement to view and handle classified data and all interested sources must be cleared for access to classified data. Classified documents will be distributed separately. Classified information will be provided to interested parties upon request via the IBOP. Instructions for obtaining classified data: Interested sources must provide their company name, Commercial and Government Entity (CAGE) Code, corporate mailing address, classified mailing address, and Security Office information including name, title, e-mail and telephone number by 11 February 2011. The government will verify facility clearance and proper safeguarding procedures for each respondent prior to sending classified information. No requests for this information will be accepted after the close of the comment period. Interested sources must fill out Blocks 6.a, 6.b, and 6.c of the DD Form 254, provide the security POC information and fax the DD Form 254 to the attention of Mr. Kahraman Koseolglu at fax number 732-427-1312. DA Form 3964, Classified Document Accountability Record will be utilized to track all classified information sent to vendors. Upon receipt of classified information, vendors must return DA Form 3964 to the I2WD POC, Kahraman Koseoglu at fax number 732-427-0312, to acknowledge receipt of the classified information. Vendors will be allowed to keep classified information until 30 Sep 2011 at which time they must use DA Form 3964 to certify destruction of all classified material provided by the government.
