Description
The Library of Congress Contracting Office intends to solicit under a sole sources bases under the authority of 41 U.S.C. § 5, and Library of Congress Regulation (LCR) 2110, FAR 6.302-1, which authorizes under certain conditions, contracting without providing for full and open competition for assisting the Library of Congress in the continuation of the development of expert assistance to continue a four year development of the software and systems for the digital preservation system of the Packard Campus for Audio-Visual Conservation (PCAVC). The Library of Congress is intending to award this contract to The Gustman Group LLC, 16933 Avenida de Santa Ynez, Pacific Palisades, CA 90272. This procurement is being conducted under Simplified Acquisition Procedures - only one responsible source and no other supplies or services will satisfy agency requirements. The Government intends to acquire a commercial service using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than Friday, 14 February 2011 - 5:00 P.M., EST. Oral communications are not acceptable in response to this notice. Interested parties may submit quotes for consideration by the Library of Congress to abjo@loc.gov. Scope of Work The Library of Congress digital preservation pipeline is all processes and actions associated with handling audio-visual media from ingest of the asset to the archiving of the digital file. It is the Library's objective to allow the Contractor flexibility to manage performance, risks, warranties, subcontracts, and data to provide a system that conforms to the requirements set forth in System Requirements, Version: 2.3 ( NAVCC System Requirements ). The NAVCC System Requirements document and the MBRS Technology Office standard operating procedures (TOSOPS) represent the roadmap to the success of the mission of the PCAVC. Developing the production software for the entire digital workflow at NAVCC. Including but not limited to: Develop software for the born digital workflow Develop software for film workflow Develop software for the images workflow. a. Further integrate the SAMMA robotic systems Specifically, the contractor will: Develop and provide a complete and functional workflow management system according to best practices as set forth in the TOSOPS. A complete and functional workflow system is defined in the NAVCC System Requirements as : Workflow Management initiates, schedules, approves, manages, monitors, and reports the execution of preservation business processes and the utilization of resources (personnel/PODs). Workflow is the backbone of the entire NAVCC [PCAVC] operation and generally interfaces with every other system either directly or through a software service. Coordinate software related activities of systems designer and Information Technology Services (ITS). Develop software for the born digital workflow. Develop software for the images workflow. Develop software for film workflow Further develop and improve the reading room user experience and existing workflows. Develop movement management modules for the production workflow. Develop new ingest interfaces for IRENE, CD-Robots, and DVD-Robots. Develop and ensure all interfaces available to end-users of the software are compliant to the W3C HTML 4.01 specification. Develop and ensure that all functionality provided by the software is usable and accessible via Internet Explorer versions 8+ and Firefox versions 3+ Develop and integrate vetted suggestions to fix and/or enhance already developed software as provided through the processes defined in the TOSOPS. Ensure that all metadata provided by recorded sound and moving image software packages is automatically ingested into and integrated with existing software and data. Resolve open issues as part of mutually agreed upon development, project management and release management processes.
