- FOR INFORMATION PURPOSES ONLY SOURCES SOUGHT ANNOUNCEMENT ISSUED 02/04/2011, CLOSES ON 02/14/2011 THIS IS A SOURCES SOUGHT NOTICE AND SHOULD NOT BE CONSTRUED AS A SOLICITATION ANNOUNCEMENT. THE SUBMISSION OF THIS INFORMATION IS FOR PLANNING PURPOSES ONLY. IT IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO PROCURE ANY SERVICES, NOR DOES THE MIDDLE EAST DISTRICT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS REQUEST FOR INFORMATION OR OTHERWISE PAY FOR THE INFORMATION SOLICITED. NOTE: This sources sought notice serves as a modification to the notice previously released on October 14, 2010. Please note the new response requirements, with all capability statements being submitted through the AED site, located at http://www.aed.usace.army.mil/contracting.asp. Hard copy capability statements will not be accepted for this project. The purpose of this notice is to gain knowledge of potential qualified business concerns, both US and Foreign, capable of performing Commercial and Institutional Building Construction in Afghanistan. As the work will be performed outside of the continental U.S., no set asides or socioeconomic preference of any sort will be granted. This effort is classified through the North American Industry Classification System (NAICS) under 236220 Commercial and Institutional Building Construction. It is anticipated that a pre-solicitation announcement will be published in the Federal Business Opportunities on or about March 11, 2011. The contract will consist of multiple Contract Line Item Numbers (CLINS), which are Firm Fixed Price, which may include additional options. In accordance with DFARS Part 236, the cost of these Design Build projects is between $5,000,000 and $10,000,000 with an expected duration of 365 days period of performance after award of the contract or Notice to Proceed. The United States Army Corps of Engineers has a requirement to construct a Veterinary Clinic and Kennel and a Dining Facility at Bagram Air Base, Afghanistan. The veterinary clinic's primary facilities will include a reception area, waiting room, laboratory, pharmacy, medical screening rooms, holding rooms, examination rooms, latrine, break/locker room, kennel, and X-ray room. This facility will provide medical care to 100 working dogs in the Afghan Theater. Secondary facilities shall include electrical distribution, water storage tanks, water and sewage distribution systems, mechanical systems, building information systems, roads, curbs, walkways, drainage, and parking. The dining facility shall include a kitchen, seating area, storage area, electrical distribution, water and sewage distribution systems, mechanical systems, and building information systems. The feeding capacity of the facility should be at least 1,000 persons per meal. Supporting facilities shall include roads, curbs, walkways, drainage, and parking. Antiterrorism and force protection measures shall be incorporated. This function allows you to receive an Automatic email alert when any new solicitation actions occur. Automated Capabilities Statement must be received prior to the release of the solicitation. Your submission should address all questions in the capability statement and your ability to perform the work stated in the project information section of this notice. This synopsis is for market research purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP) nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. Cover letters and extraneous materials (brochures, etc.) will not be considered.
