Description
The Trainers This is only a Request for Information (RFI), not a Request for Proposal (RFP) and all information received will be for planning purposes only. The Federal Law Enforcement Training Center (FLETC) does not intend to award a contract on the basis of your responses or otherwise pay for the preparation of any information presented or the use of any such information. All proprietary information should be marked as such. This Market Research/RFI is being issued to gather information and seek available sources to research and author a book on the history of FLETC from 1996 -2010. FLETC is an organization dedicated to training personnel from some 88 federal law-enforcement agencies. In addition, it provides training to personnel from state, local, tribal and international agencies, and to those from federal agencies not immediately tasked with law enforcement duties. FLETC locations include its headquarters at Glynco, Georgia, and facilities in Artesia, New Mexico, Charleston, South Carolina, and Cheltenham, Maryland. Founded in 1970, FLETC is today part of the Department of Homeland Security. The history would be used in new employee orientation, new supervisor training program, and various leadership programs to establish the foundation of training at FLETC and building esprit de corps w/the staff. The FLETC history is important to evaluate who we are and where we've been, so we can set the appropriate direction for the future. Interested sources must document the process involved, e.g., research, interviewing, drafting/editing and final delivery (printing is not included). FLETC anticipates face-to-face interviews with previous Directors (two in the Washington, DC, area and one in the Brunswick, GA, area) as well as the current Director at FLETC Glynco. In addition, former senior staff, key Congressional staffers, and others affiliated with the FLETC may be identified and interviewed by telephone or video conference. Additional travel may include travel to each FLETC site. FLETC history prior to 1996 was documented in The Trainers: The Federal Law Enforcement Training Center and the Professionalization of Federal Law Enforcement, Published 1996, Calhoun, Frederick S. The themes established and chapter format developed for the aforementioned book are highly desirable. (Re: Attachment) Interested sources must provide a detailed description of the process, estimated time to complete, potential cost, and any past performance history for same or similar service. Potential sources should respond in writing. Technical questions must be submitted in writing. The response must include documentation that demonstrates a capability to perform. The deadline for any responses to this notice is close of business on February 22, 2011.
