- Subject to final approval, The Bureau of the Public Debt, Administrative Resource Center, Division of Procurement, intends to negotiate a sole-source procurement in accordance with FAR 6.302-1, to the Law Offices of David Novello, 1615 L Street NW, Washington, DC 20036-5606, for expert legal consulting services. THIS IS NOT A REQUEST FOR QUOTATION. Nature and Description of Action: The objective of this procurement is to obtain the services of an expert on the Clean Air Act to assist the CSB Office of General Counsel (OGC) in the analysis and preparation of an action to enforce CSB administrative subpoenas issued in furtherance of the agency's Deepwater Horizon incident investigation. This sole source is in accordance with FAR 6.302-3(a)(2)(iii). This sole source will retain the current expert in an ongoing legal matter. The Bureau of the Public Debt will consider all affirmative responses received no later than February 9, 2011 at 2:00 PM ET. Affirmative responses shall be accompanied by sufficient documentation to clearly show how it would be advantageous to the Government to switch providers for this requirement. A request for more information will not be considered an affirmative response. If no affirmative response is received that clearly demonstrates the ability to meet all the requirements and that is more advantageous to the Government, we intend to negotiate a sole-source award to the Law Offices of David Novello. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. The intended period of performance for this requirement is from the date of award through September 30, 2011 with one 12-month option period, which may be exercised at the sole discretion of the CSB, running from October 1, 2011 through September 30, 2012. Interested offerors may register at http://www.fedbizopps.gov to receive notification when the solicitation and any amendments are issued and available for downlaoding. Please note that the General Services Administration provides teh notification service as a convenience and does not guarantee that notifications will be received by all persons on the mailing list. Therefore, we recoommend that you monitor the FedBizOpps site for all information relevant to desired acquisitions.
