Description
Solicitation for Offers No. 0VA2043 February 4, 2010 Lease Summary A. Statement of Requirements. The Government is seeking to enter into a lease for space meeting the following requirements: City, State: Northern Virginia Delineated Area: East on I-66 to the Potomac River; South along the shoreline to I-495; West on I-495 to I-95 South to Rolling Road (VA Route 638); North on Rolling Road to Braddock Road (VA Route 620); East on Braddock Road to I-495 and North on I-495 to I-66. Minimum Sq. Ft. (ABOA): Approximately 92,938 Maximum Sq. Ft. (ABOA): Space Type: Warehouse and related space Parking Spaces (Total): Minimum of local code required parking spaces Parking Spaces (Surface): Minimum of local code required parking spaces Parking Spaces (Structured): 0 Parking Spaces (Reserved): 0 Full Term: Ten (10) Years Firm Term: Ten (10) Years Option Term: N/A Additional Requirements: 1) Ceiling height of at least 23 feet clear; 2) Minimum of one (1) drive-in door and one (1) loading dock with dock leveler; 3) Offered building must have the ability for the rear of the building to be completely fenced with access controlled by tenant. Rear area must be able to accommodate a turning radius required for standard sized tractor/ trailers (approximately 60 feet). Subleases will not be considered. Offered space must meet Government requirements for Fire, Safety and Handicapped Accessibility, and Sustainability set forth in the Solicitation for Offers. Offered space shall not be in the 100 year flood plain. The Government is considering alternative space if economically advantageous. The Government will use the information it receives in response to this advertisement as a basis to develop a cost-benefit analysis and to determine whether to compete the lease requirement or pursue a sole source justification to remain at its current location. In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government's requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunications infrastructure, and non-productive agency downtime. Owners, brokers or agents may offer space for consideration. Any properties submitted by brokers or agents must be accompanied by written evidence that they are authorized by the ownership to exclusively represent the building offered. The General Services Administration (GSA) is using a tenant broker to represent the Government in this transaction. In no event shall a potential offeror enter into negotiations or discussions concerning a space to be leased with representatives of any federal agency other than the authorized offices and employees of the GSA or their authorized representative, CB Richard Ellis, Inc. Expressions of interest should include the following information at a minimum: 1. Building name, address, and age; 2. Location of space in the building and date of availability; 3. Rentable square feet (RSF) offered and rate per RSF; 4. ANSI/BOMA office area/usable square feet (USF) and rental rate per USF, full service inclusive of a Tenant Improvement Allowance of $7.01/USF, meeting GSA's standard building shell requirements; 5. Name, address, telephone number, and email address of authorized contact; 6. Scaled floor plans (as-built) identifying offered space. 7. Site Plan showing parking areas, loading areas, and vehicular maneuverability 8. Information on project and building ownership. B. Projected Dates.
