Description
This is a Sources Sought Notice to determine the availability of potential small business (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) to test the adoption and use of Personal Health Records (PHRs) by Medicare beneficiaries, and to determine the usefulness and value of various PHR functions for Medicare beneficiaries. This is another step toward allowing and encouraging Medicare beneficiaries to engage directly in their own medical care through ready access to their medical information. The purpose of this Scope of Work (SoW) is to provide Clinical Data Abstraction services in support of the Quality Improvement Program and other special projects such as other affiliated agencies (i.e., End Stage Renal Disease, Medicare Patient Safety Monitoring System, etc.), as deemed by the Office of Clinical Standards and Quality (OCSQ). CMS is looking for small businesses, including those that are currently on a GWAC or GSA schedule, have the ability to team with Medicare Vendors, and possess an existing Public Health Record (PHR) tool. In order to respond to this notice, contractors must be able to perform (demonstrate their experience and or an ability to provide) all of the following capabilities: 1. The Contractor shall establish, implement and manage an accurate, reliable, efficient and cost-effective clinical data abstraction, validation, adjudication and data entry operation that can meet CMS's objectives and goals. 2. On a continuous basis, the Contractor shall analyze its operation, and maintain and improve the quality, accuracy, reliability, efficiency, and cost-effectiveness of all services provided, with emphasis on devising and developing better methods and/or procedures to ensure the work is; high quality, accurate, reliable, timely, validated, adjudicated, and securely stored at all times. This will be accomplished by establishing and maintaining a secure environment that is in compliance with FISMA and CMS security standards. 3. The Contractor shall share all process improvement recommendations with CMS and other approved identified CMS entities as directed by CMS, in order to continually improve the services provided to the QIOs and other identified CMS affiliated entities. The Contractor shall maintain a record of the methodologies used to demonstrate process improvements that are shown to provide savings and/or intrinsic value to CMS. Do you have a Government approved accounting system? If so, please identify the agency that approved the system. f. Type of Company (i.e., small business, 8(a), woman owned, veteran owned, etc.) as validated via the Central Contractor Registration (CCR). All offerors must register on the CCR located at http://www.ccr.gov/index.asp. g. Company Point of Contact, Phone and Email address h. Name of Subcontractor(s), if any i. Ability meet all FISMA security requirements Technical Considerations The prospective Contractor shall consider their experiences and findings under similar contracts in determining its approach and response to this sources sought notice. The Contractor shall have the ability to accommodate all current system processes and work flows, such as Clinical Data Abstraction and Reporting Tool (CART) and Online Adjudication Tool (OAT) tools. User's guide will be provided for both the CART and OAT tools. In general, the prospective Contractor services shall include: request for medical records, receipt/secure storage of medical records, data abstraction, data entry, sampling coordination, coding and DRG validation, admission necessity screening, validation of hospital data, Intra Quality Control (IQC) processes for CART, tracking, liaison, reporting functions and system modular development under CMS Contracting Officer's Technical Representative (COTR) directions and ONLY as directed. Transition From the initial start of the contract award, the potential winning bidder will accommodate transition activities from the incumbent Contractor, within an agreed upon time period established by CMS. Responses must be submitted not later than 11:00AM, ESD, Friday, February 25, 2011. Capability statements will not be returned and will not be accepted after the due date. The maximum number of pages for submission is 10 pages. This Sources Sought Notice is for informational and planning purposes only and is not to be construed as a commitment by the Government. This is not a solicitation announcement for proposals and no contract will be awarded from this Notice. No reimbursement will be made for any costs associated with providing information in response to this Notice. Respondents will not be notified of the results of this evaluation.
